شهروندي و دموكراسي در فضاي مجازي از واقعيت تا فراواقعيت

The citizenship and democracy in the virtual space, from the reality to the hyper reality

انسان در عصر حاضر با ورود به دنياي مجازي با پديده هاي بسيار متفاوتي در عرصه گوناگون زندگي مواجه شده است.ورود به اين دنياي متفاوت مفهوم سنّتي دولت كه با مرزهاي جغرافيايي همراستا بود، دچار ابهام شده و به تبع آن شهروندي و دموكراسي در تعاريف خود با ابهام كاركردي روبرو شده‌اند. مي‌توان دو ديدگاه كلّي را دربارۀ‌ اين‌كه آيا اينترنت، دموكراسي و به تبع آن حقوق شهروندي را تقويت مي‌كند؟ ديدگاه خوشبينانه بر اين باور است كه اينترنت مقياس و سرعت اطلاعات را افزايش مي‌دهد و نظارت و كنترل بيشتري را به روي رژيم اطلاعاتي در اختيار كاربرانِ اطلاعات مي‌گذارد، از اين‌رو تعهّد براي اطلاعاتِ نامحدود، تعهّد براي يك دموكراسي و حقوق شهروندي بهتري است. ديدگاه ديگر، استدلال‌هايي در رابطه با ناكارايي اينترنت در سياست و حوزه شهروندي دارد، ديدگاهي كه معتقد است اينترنت با توجه به عناصر هويّتي از قبيل جنسيّت، نژاد، وضعيّت اجتماعي افراد و نابرابري‌هاي فضايي و جغرافيايي تبعيض‌ساز است و نهايتاً اين‌كه، فضاي اينترنت تحت نفوذ شديد منافع اقتصادي سرمايه‌داري است و از اين‌رو نابرابري در حالِ افزايشي را نسبت به دنياي واقعي نشان مي‌دهد. اين پژوهش با استفاده از رويكرد تحليلي ـ توصيفي درصدد بررسي انتقادي اينترنت و رابطة آن با شهروندي و دموكراسي است. نتايج اين پژوهش نشان مي‌دهد كه اين مفاهيم در فضاي مجازي چندان تحت تأثير اين فضا نيستند و بالعكس بيشتر متأثر از فضاي واقعي و تحت تأثير گفتمان دولت مدرن قرار دارند.

By entering the virtual world, the traditional concept of government that had correlated with geographical boundaries, became foggy. and consequently, citizenship and democracy in their definition faced with functional ambiguity. In this regard, two general views can recognize about the Internet. Whether the internet reinforces of democracy and thus civil rights or not. In the optimistic view, the internet increases scale and speed of information and more control and Supervision on Information regime Provides the Information Users. Hence, in this Approach, the obligation for unlimited information is the obligation for better democracy and civil rights. Another view has the arguments on Internet inefficiency in politics and field of citizenship. In regard to the elements of identity such as gender, race, social situation of people and spatial and geographical inequalities, this approach represents that the Internet has a discriminatory character. Finally, the Internet space is under the strong influence of the capitalistic economic interests and therefore growing inequality shows than the real world. This research by using descriptive analytical approach seeks to critically examine the Internet and its relationship with citizenship and democracy. The results show that these concepts in the virtual space isn't affected by this space and vice versa further influenced by the real space and discourse of the modern government
