Basij comprehensive information system The requirements of forming the soft power of the 20 million army

مقابله با انواع تهديدهاي نرم، نيازمند قدرت نرم جمهوري اسلامي ايران است تا نظام با استواري باقي بماند و فرهنگ تفكر انقلاب، جهاني شده و در جهان استقرار يابد. دستگاه‌ها و نهادهاي انقلابي بايد زمينه‌ساز و شكل‌دهنده به اين قدرت نرم بوده و توانايي مقابله با هر نوع تهديد را داشته باشند. بسيج يكي از دستگاه‌هايي است كه با تأكيد بر توان مردم، از جبهه‌هاي مقاوم براي مقابله با تهديدهاست كه با استقرار نظام جامع اطلاع‌رساني تقويت مي‌شود. طراحي و استقرار اين نظام، داراي الزام‌ها و ملاحظه‌هايي است كه در اينجا از منظر مديران و متخصصان بسيج به آن مي‌پردازيم. هدف اين پژوهش، شناخت شيوة طراحي، پياده‌سازي، استقرار و ادارة نظام جامع اطلاع‌رساني در بسيج مستضعفين از منظرمتخصصان، سرآمدان و مديران اطلاع‌رساني است و با استفاده از روش كيو و با جمعيتي هفتادنفري از متخصصان، به ارائه نتايج و دستاوردها مي‌پردازد. نتيجه نشان مي‌دهد ايجاد يك نظام جامع اطلاع‌رساني، نه‌تنها داراي رويكردهاي خاص مديريتي در اداره است، بلكه از چهارچوب‌هاي معين و الزام‌هاي مشخصي نيز پيروي مي‌كند. بررسي انجام‌شده با استفاده از روش كيو، نتيجة تفكيك ميان دو گونه ديدگاه مديران و مسئولان بسيج، با ديدگاه كارگزاران و فعالان بسيج را مقابل ما نهاد. اين امر نه‌تنها مي‌تواند در ارائه ملاحظه‌هاي ادارة رسانه نقش داشته باشد، بلكه در توليد محتوا و عمل نيز مؤثر است

Countering all sorts of soft threats requires the soft power of the Islamic Republic of Iran to keep the system stable and the culture of revolutionary thought is globalized and established in the world. Revolutionary organizations and institutions should be the basis for this soft power and have the ability to deal with any kind of threat. Basij is one of the organizations that by the establishment of a comprehensive information system emphasizes the ability of the people to defend the frontiers that are threatened. The design and deployment of this system has the requirements and considerations that we are considering here from the perspective of the managers and specialists of the Basij. The purpose of this research is to understand the design, implementation, establishment and management of a comprehensive information system in the mobilization of the underprivileged from the perspective of experts, senior managers and information managers, and using the Quo methodology and with the seventy-seven-year-olds from the experts, presents the results and achievements. It is conducted between seventy persons of experts,and here we present the results according the managers and experts perspectives. The result suggests that the creation of a comprehensive information system, not only has specific management approaches in the administration, but also follows certain frameworks and specific requirements. This study carried out using the Q method has led us to distinguish between the views of managers and, with the views of the Basij activists and information experts. Not only can this contribute to the presentation of the views of the media administration, but also contributes to the production of content and practice.
