Egyptian Foreign Policy from Morsi to Sisi; A Shift within the Paradigm

هدف از اين مقاله بررسي مباني و ابعاد نوين سياست خارجي مصر در دوره «عبدالفتاح السيسي» است. مصر در دوره پس از «مبارك» تحولاتي گسترده در سطوح داخلي و سياست خارجي تجربه كرد. با سرنگوني «محمد مرسي» و روي كار آمدن نخستين رئيس جمهور منتخب در تاريخ مصر، اين كشور وارد مرحله نويني در سطوح داخلي و خارجي شد. از آنجا كه سياست خارجي تداوم سياست داخلي مصر بوده، توجه سيسي به سياست و روابط خارجي و به‌ويژه پيشبرد برخي تغييرات در آن اهميت داشته است. با توجه به مسئله مقاله، يعني «تغييرات و آورده‌‌هاي سيسي در سياست خارجي مصر»، پرسش مقاله بر «چرايي و سطح وقوع تغيير در سياست خارجي مصر در دوره سيسي» متمركز بوده است. بنا بر فرضيه اوليه مقاله، تغيير سياست خارجي حاصل تحول جهان‌بيني نخبگان حاكم بر مصر- در گذار از مرسي به سيسي - و منافع صنفي متناظر با آن است؛ تغييري كه نه در سطح پارادايم حاكم بر سياست خارجي، بلكه درون پارادايم يادشده رخ داده است. در اين مقاله براي تبيين علل تغييرات در سياست خارجي مصر در دوره سيسي و نيز سطح آن از روش «تحليل علي پس‌‌رويدادي» استفاده شده است. افزون بر اين روش، در بحث و توضيح روايت‌‌هاي جديد سياست خارجي مصر در دوره سيسي، از تحليل گفتمان استفاده شده و محدوده زماني پژوهش دوره پس از كودتاي 2013 مصر بوده است.

The purpose of this article is to examine the new foundations and dimensions of Egyptian foreign policy during the era of Abdel Fattah al-Sisi. In the postMubarak era, Egypt witnessed sweeping domestic and foreign policy developments. With the overthrow of Mohamed Morsi, the first elected president in Egyptian history, the country entered a new phase at the domestic and foreign policy levels. As foreign policy has been and continues to be a continuation of Egypt’s domestic politics, al-Sisi’s views on foreign policy and the way he is changing it is important internally as well. The question of the paper is focused on why and the level of change in Egyptian foreign policy during the Sisi era. I hypothize that changes in Egypt’s foreign policy is the result of the different worldviews of its ruling elites- which has drastically changed from Morsi to Sisi- and their corresponding corporate interests. Still, I argue that this change was not paradigmic. Methodologically, I use causal analysis as well as discourse analysis to explain changes in Sisi’s foreign policy. The research period covers the post-coup period in Egypt
