بررسي مقايسه اي رويكرد سياست خارجي آمريكا در دوران اوباما و ترامپ در منطقه آسياي شرقي

A Comparative Study of the US Foreign Policy Approach in the Obama and Tramp Administrations in the East Asian Region

سياست موازنه مجدد» اوباما در منطقه آسياي شرقي با هدف بازتعريف منافع، تهديدات و راهبردهاي سياسي، اقتصادي و نظامي پيگيري شد. با روي كار آمدن دونالد ترامپ، موازنه مجدد جاي خود را به سياست «نخست آمريكا» داد كه در آن منافع ايالات متحده بيش از هر موضوع ديگري مورد توجه قرار گرفت. پرسش اساسي مقاله حاضر آن است كه «سياست موازنه مجدد» اوباما و «سياست نخست آمريكا» ترامپ چگونه در جهت ارتقاي منافع آمريكا در آسياي شرقي پيگيري شده است؟ در پاسخ به اين پرسش، نگارندگان معتقدند كه سياست موازنه مجدد با اتخاذ رويكردي چندجانبه‌گرايانه و تمركز بر جلوگيري از رشد اقتصادي و نظامي چين، با هدف اجماع‌سازي ميان كشورهاي همسو با سياست‌هاي ايالات متحده در آسياي شرقي دنبال شده است؛ درحالي‌كه سياست‌هاي ترامپ با رويكردي يك‌جانبه‌گرايانه در حوزه اقتصاد و چندجانبه‌گرايانه در حوزه‌هاي نظامي و سياسي و با تمركز بر بحران شبه‌جزيره كره، در راستاي بسط رقابت منطقه‌اي با چين در اين منطقه پيگيري مي‌شود. در اين مقاله روش پژوهش «تحليلي و توصيفي و با استفاده از منابع كتابخانه‌اي» بوده و با بهره‌گيري از مكتب كپنهاگ تلاش شده است كه با تبيين و تحليل سياست‌هاي اوباما و ترامپ در آسياي شرقي، به بررسي تمايز، وجوه مشترك و رويكردهاي هر يك پرداخته، جهت‌گيري جديد سياست خارجي ايالات متحده را در دوره ترامپ در منطقه آسياي شرقي ترسيم نمايد.

Obama’s Rebalancing policy has been followed in the East Asian region with aim of redefinition of interests, threats and political, economic and military strategies. By coming Donald Trump to the power, the rebalancing has been replaced by “America First policy” in which the U.S. interests have been addressed more than any other issue. The question of this study is that how have “the Obama’s rebalancing policy” and “Trump’s America First policy” been followed to enhance U.S. interests in East Asia? In response to this question, the author believes that rebalancing policy has taken a comprehensive approach and focused on prevention of economic and military growth of China and with the aim of uniting all countries consistently with U.S. diplomacy in East Asia, while Trump’s policy is pursued by a unilateral approach in the economy arena and multilateral in military and political areas with focus on crisis of Korean peninsula and along the expansion of regional competition with china in this region. The study method in this study is analytical and descriptive and use of library references. This article uses Copenhagen school and tires to clarify and analyze Obama’s and Trump’s foreign diplomacies in the East Asia, and examines the difference, common points and approaches of each one and new orientation of foreign policy of U.S. in Trump term in East Asia.
