Analysis of the Strategies and Tools to Consolidate and Expand China's Soft Power

ارتقاي قدرت و توان چين را مي­توان در دو زمينۀ قدرت سخت و قدرت نرم آن مورد توجه و بررسي قرار داد. در زمينه افزايش و گسترش قدرت سخت چين مي­توان گفت كه از لحاظ معيارها و سنجه هاي مالي و اقتصادي، اين كشور در طول سه دهۀ اخير رشدي پرشتاب را تجربه كرده است. در بعد قدرت نرم، اين كشور با توجه به عنصر فرهنگ و به ويژه با كاربرد سياست­هاي ﻣﺅثر خارجي خويش توانسته است نفوذ قابل ملاحظه ­اي را در سطوح منطقه ­اي و جهاني به دست آورد. پژوهش حاضر در پي يافتن پاسخي براي اين سئوال اساسي است كه ماهيت قدرت نرم چين چيست و اين قدرت بر چه مباني و اصولي مبتني و متكي است؟ در راستاي پاسخ به سئوالات اصلي فوق، تلاش خواهد گرديد تا به سئوالات ديگري در اين خصوص از جمله اينكه حوزه­هاي جغرافيايي هدف قدرت نرم چين چه مناطقي از دنيا را شامل مي­شود؟ و اصولاً چين در راستاي تحكيم و گسترش قدرت نرم خود، از چه ابزار­ها و امكاناتي بهره مي­برد؟ اين پژوهش در تحليل مباني قدرت نرم چين، بر اهميت فرهنگ كنفوسيوسي اين كشور ﺗﺄكيد به عمل مي­آورد و نشان مي­دهد كه چگونه چين با بهره گيري از امكانات متنوعي در حوزۀ ديپلماسي فرهنگي و با بكارگيري ابزارهاي اقتصادي و سياست خارجي فعال خود، توانسته است قدرت و نفوذ قابل ملاحظه­اي را در سطح جهاني، بويژه در حوزه­ هاي هدف قدرت نرم خود كسب نمايد.

China's increasing power could be analyzed in two areas of soft and hard power. In the field of the extension and spread of China's hard power, one can say that in terms of financial and economic criteria, the country has experienced a rapid growth over the past three decades. In terms of soft power, the country with regard to its cultural elements, and especially with the use of the effective foreign policies, has achieved a significantly regional and global influence. This study seeks to answer the fundamental question that, what is the nature of China's soft power and, what are the basics and principles which this power relies on? In order to answer these main questions, we will attempt to answer other questions in this regard, including what are the targeted geographic areas of China's soft power? an‎d basically, to consolidate and expand its soft power, what tools and resources are used by China? This study, in analyzing the principles of China's soft power, emphasizes the importance of China's Confucian culture and Shows how China enjoying various facilities in the field of cultural diplomacy and by using the economic instruments and its active foreign policy, has gained a considerable power and influence at the global level, especially in its soft power targeted areas.
