The Role of the Command and Control Center in Managing Social Crises

ﻧﻴﺮﻭﻯ ﺍﻧﺘﻈﺎﻣﻰ ﻣﻬﻢ ﺗﺮﻳﻦ ﺳﺎﺯﻣﺎﻥ ﺗﺄﻣﻴﻦ ﻛﻨﻨﺪ ﻩ ﻧﻈﻢ ﻭ ﺍﻣﻨﻴﺖ ﺩ ﺭ ﻛﺸﻮﺭ ﺍﺳﺖ ﻭ ﺩ ﺭﺻﻮﺭﺕ ﺑﺮﻭﺯ بحران ﺑﻪ ﻋﻨﻮﺍﻥ ﻧﻴﺮﻭﻯ ﻣﻘﺪ ﻡ ﺑﺎ ﺁﻥ ﻣﻮﺍﺟﻪ ﻣﻰ ﺷﻮﺩ ، ﺍﻳﻦ ﻧﻴﺮﻭ ﭘﻴﻮﺳﺘﻪ ﺑﺎ ﺑﺤﺮﺍﻥ ﻫﺎﻯ ﺍﺟﺘﻤﺎﻋﻰ ﺭﻭﺑﺮﻭﺳﺖ ﻭ ﺑﺮﺍﻯ ﻣﺪ ﻳﺮﻳﺖ ﺁﻥ ﻧﻴﺎﺯﻣﻨﺪ ﻳﻚ ﻣﻐﺰ ﻣﺘﻔﻜﺮ ﻭ ﻫﺪ ﺍﻳﺖ ﮔﺮ ﺍﺳﺖ؛ ﺩ ﺭ ﺍﻳﻦ ﺑﻴﻦ ﻧﻘﺶ ﻣﺮﻛﺰ ﻓﺮﻣﺎﻧﺪ ﻫﻰ ﻭ ﻛﻨﺘﺮﻝ ﺑﺴﻴﺎﺭ ﻣﻬﻢ ﺍﺳﺖ؛ ﻫﺪ ﻑ ﺍﺯ ﺍﻳﻦ ﺗﺤﻘﻴﻖ ﺑﺮﺭﺳﻰ ﺗﺎﺛﻴﺮ ﻣﺮﻛﺰ ﻓﺮﻣﺎﻧﺪ ﻫﻰ ﻭ ﻛﻨﺘﺮﻝ ﻧﻴﺮﻭﻯ ﺍﻧﺘﻈﺎﻣﻰ ﺩ ﺭ ﻣﺪ ﻳﺮﻳﺖ ﺑﺤﺮﺍﻥ ﻫﺎﻯ ﺍﺟﺘﻤﺎﻋﻰ ﺍﺳﺖ. ﺭﻭﺵ: ﺍﻳﻦ ﭘﮋﻭﻫﺶ ﺍﺯ ﻧﻈﺮ ﻧﻮﻉ، ﻛﺎﺭﺑﺮﺩ ﻯ ﻭ ﺍﺯ ﻧﻈﺮ ﺭﻭﺵ، ﭘﻴﻤﺎﻳﺸﻰ ﺍﺳﺖ، ﺟﺎﻣﻌﻪ ﺁﻣﺎﺭﻯ ﭘﮋﻭﻫﺶ 185ﻧﻔﺮ ﻭ ﺣﺠﻢ ﻧﻤﻮﻧﻪ ﺑﺎ ﺍﺳﺘﻔﺎﺩ ﻩ ﺍﺯ ﻓﺮﻣﻮﻝ ﻛﻮﻛﺮﺍﻥ، 125ﻧﻔﺮ ﺗﻌﻴﻴﻦ ﺷﺪ ﭘﺎﻳﺎﻳﻰ ﭘﺮﺳﺸﻨﺎﻣﻪ ﺑﺮﺍﻯ ﻓﺮﺿﻴﻪ ﺍﻭﻝ، ﺗﻮﺳﻂ ﺁﻟﻔﺎﻯ ﻛﺮﻭﻧﺒﺎﺥ0/76 ، ﻓﺮﺿﻴﻪ ﺩ ﻭﻡ، 0/79 ﻭ ﻓﺮﺿﻴﻪ ﺳﻮﻡ، 0/81 ﺑﻪ ﺩ ﺳﺖ ﺁﻣﺪ ﺩ ﺭ ﭘﺮﺩ ﺍﺯﺵ ﻭ ﺗﺤﻠﻴﻞ ﺩ ﺍﺩ ﻩ ﻫﺎ ﺍﺯ ﺁﺯﻣﻮﻥ ﺗﻰ ﺗﻚ ﻧﻤﻮﻧﻪ ﺍﻯ ﻭ ﺑﺮﺍﻯ ﺗﻌﻴﻴﻦ ﺍﻭﻟﻮﻳﺖ ﻣﻮﻟﻔﻪ ﻫﺎ، ﺍﺯ ﺁﺯﻣﻮﻥ ﻓﺮﻳﺪ ﻣﻦ ﺍﺳﺘﻔﺎﺩ ﻩ ﺷﺪ ﻳﺎﻓﺘﻪ ﻫﺎ: ﺑﻴﺸﺘﺮﻳﻦ ﺗﺎﺛﻴﺮﮔﺬﺍﺭﻯ ﻣﺮﻛﺰ ﻓﺮﻣﺎﻧﺪ ﻫﻰ ﻭ ﻛﻨﺘﺮﻝ ﻧﻴﺮﻭﻯ ﺍﻧﺘﻈﺎﻣﻰ ﺩ ﺭ ﻣﺪ ﻳﺮﻳﺖ ﺑﺤﺮﺍﻥ ﻫﺎﻯ ﺍﺟﺘﻤﺎﻋﻰ ﺑﻪ ﺗﺮﺗﻴﺐ ﻣﺮﺑﻮﻁ ﺑﻪ ﻫﻤﺎﻫﻨﮕﻰ ﻭ ﻫﺪ ﺍﻳﺖ ﻋﻤﻠﻴﺎﺕ، ﭘﺮﺩ ﺍﺯﺵ ﺍﻃﻼﻋﺎﺕ ﻭ ﺗﺸﺨﻴﺺ ﺑﻪ ﻣﻮﻗﻊ ﺑﺤﺮﺍﻥ ﻭ ﺟﻤﻊ ﺁﻭﺭﻯ ﺍﻃﻼﻋﺎﺕ ﺍﺳﺖ. ﻧﺘﺎﻳﺞ: ﻣﻬﻢ ﺗﺮﻳﻦ ﻣﺆﻟﻔﻪ ﻫﺎ ﻧﻴﺰ ﺑﻪ ﺗﺮﺗﻴﺐ ﺍﻭﻟﻮﻳﺖ ﺷﺎﻣﻞ: ﻓﺮﺍﻫﻢ ﻛﺮﺩ ﻥ ﻣﻮﻗﻌﻴﺖ ﺗﺼﻤﻴﻢ ﮔﻴﺮﻯ ﻭ ﺁﮔﺎﻫﻰ ﺍﺯ ﻭﺿﻌﻴﺖ،ﭘﺮﺩ ﺍﺯﺵ ﺍﻃﻼﻋﺎﺕ، ﻧﻤﺎﻳﺶ ﻭﺿﻌﻴﺖ ﻧﺒﺮﺩ ﻭ ﺗﺸﺨﻴﺺ ﺑﻪ ﻣﻮﻗﻊ ﺑﺤﺮﺍﻥ، ﭘﻴﺸﮕﻴﺮﻯ ﺍﺯ ﺗﺪ ﺍﺧﻞ ﻭ ﺗﻨﺎﻗﺾ ﺑﻴﻦ ﻓﻌﺎﻟﻴﺖ ﺭﺩ ﻩ ﻫﺎ ﻭ ﻭﺣﺪ ﺕ ﻓﺮﻣﺎﻧﺪ ﻫﻰ ﺩ ﺭ ﺯﻣﺎﻥ ﻣﻮﺍﺟﻬﻪ ﺑﺎ ﺑﺤﺮﺍﻥ ﻫﺎﻯ ﺍﺟﺘﻤﺎﻋﻰ ﺍﺳﺖ.

Background and Aim: Police Force is the most important organization providing security and order in the country. It faces a crisis in the event of a crisis, and this force is constantly facing social crises and needs a thoughtful and responsible brain to manage it; the center of command and control is very important; the purpose of this study is to examine the impact of the command and control center’s police force on managing social crises. Method: This research is an applied survey. The statistical population of the study was 185 people and the sample size was determined using Cochran formula 125. The reliability of the questionnaire for the first hypothesis was obtained by Cronbach’s alpha, 76%, the second hypothesis, 0.79 and the third hypothesis, 0.81. T-test was used for data processing and analysis. Friedman test was used to determine the priority of components. Findings: The greatest influence of the command and control center in the management of social crises is related to coordinating and directing operations, processing information and timely diagnosis of crisis, and collecting information. Result: The most important components are the priorities, respectively: providing decision-making position and state of the art, information processing, the status of the battle, and timely diagnosis of the crisis, prevention of conflict and contradiction between the activities of the ranks and the unity of command when confronted with social crises.
