تبيين نقش عوامل مؤثر بر تحقق‌پذيري طرح‌هاي توسعه شهري (مطالعه موردي: شهر شيراز)

Explaining the Role of Factors Affecting the Realization of Urban Development Plans (Case Study: Shiraz City)

طرح­هاي توسعه شهري در ادامه سير تكاملي خود با هدف خدمت به بشر و با الگو پذيري از مؤلفه­هاي توسعه پايدار به سمت هر چه كاراتر شدن پيش مي­رود. در اين ميان دستيابي به اهداف طرح­ها مي­تواند عيار موفقيت و واقع نگري و انساني بودن طرح­ها را عيان سازد. در اين بين يكي از اهداف مهم طرح هاي توسعه شهري تأمين خدمات اساسي و زيرساخت­هاي انساني و شهري براي توسعه همه جانبه سكونتگاه­هاي انساني است. در اين راستا هدف اصلي اين مقاله تبيين عوامل مؤثر بر تحقق‌پذيري كاربري‌هاي خدماتي در شهر شيراز و شناسايي دلايل آن مي‌باشد. به منظور دستيابي به هدف فوق پژوهش حاضر به دنبال پاسخگويي به اين سوال است كه؛ مهم­ترين عوامل اثرگذار (اصلي) بر تحقق طرح­هاي توسعه شهري (مطالعه موردي: شيراز) چيست؟ اين پژوهش نوعي تحقيق تبييني است كه ابتدا با بهره‌گيري از منابع اسنادي- كتابخانه‌اي، مفاهيم مرتبط با تحقق پذيري و كاربري اراضي مورد بررسي قرار داده و سپس با تكميل پرسشنامه برآمده از معيارها و شاخصه­هاي ادبيات نظري تحقيق در ميان 185 نفر از مديران ارشد شهري و كارشناسان مربوط و همچنين اساتيد هيئت علمي دانشگاه مرتبط با موضوع و با استفاده از مدل تاپسيس و روش‌هاي آماري عوامل مؤثر بر تحقق‌پذيري كاربري‌هاي خدماتي در شهر شيراز تبيين مي­نمايد. نتايج تحقيق نشان مي­دهد كه معيار بسترهاي قانوني مناسب، بيشترين تأثير را در تحقق پذيري طرح هاي توسعه شهري داراست و معيارهاي نوع مالكيت زمين، مشاركت ذي نفعان و ذي نفوذان، امكانات مالي و اجرايي شهرداري‌ها، تعيين مشاور مجرب، نقش مديريت شهري در تأمين زمين و سرمايه گذاري بخش خصوصي، كمترين تأثير را در تحقق پذيري طرح ها داراست.

Urban development plans are moving forward not only towards humanity issues but also effective ways of modeling the components of sustainable development. In the meantime, achieving the goals of the plans can reflect the scale of success, realism and humanity of the plans. Among these, one of the major goals of urban development plans is the provision of basic services and human and urban infrastructure for the full development of human settlements. In this regard, the main objective of this paper is to explain the factors affecting the realization of service land use in the city of Shiraz and identify its causes. The main objective of this paper is to explain the factors affecting the feasibility of service use in the city of Shiraz and identify its causes. In order to achieve the above goal, the present research seeks to answer this question; what are the main factors affecting the realization of urban development projects (case study: Shiraz)? This research is a kind of exploratory research that has first examined concepts related to realization and land use employing library-document resources. Then, factors affecting the realization of service land use in Shiraz city have been identified by completing a questionnaire based on criteria and indicators of theoretical literature distributed among 185 senior urban managers and experts as well as faculty members of the university and using the TOPSIS model and statistical methods. The results of the research show that the factor of appropriate legal framework has the greatest impact on the realization of urban development plans. Criteria of land ownership, stakeholder participation, financial and administrative capabilities of municipalities, appointment of experienced consultants, the role of urban management in providing land, and private sector investment have the least effect on the realization of plans
