آسيب‌شناسي انتظامي و امنيتي تنوع قومي پان‌تركيسم و پان‌كرديسم در استان آذربايجان‌غربي (شهر اروميه)

اين پژوهش با هدف شناخت نقش تنوع قومي شهرستان اروميه در بروز آسيب‌هاي انتظامي و امنيتي استان صورت گرفته و مهم‌ترين پرسش اين است كه نيروي انتظامي فرماندهي انتظامي استان آذربايجان‌غربي بايد از چه تدابيري در جهت كنترل تهديدهاي امنيتي اين دو ايدئولوژي در سطح استان بهره بگيرد؟ اين پژوهش ازنظر هدف كاربردي و روش اجرا آن توصيفي-تحليلي است. جامعه آماري كارشناسان سياسي، انتظامي و امنيتي استان به تعداد (242) نفر است كه با روش نمونه‌گيري احتمالي طبقه‌اي حجم نمونه آنان بر پايه جدول مورگان (150) نفر برآورد شده و ابزار جمع‌آوري داده‌ها، پرسشنامه محقق ساخته است. نتايج پژوهش نشان مي‌دهد كه تنوع و گرايش‌هاي قومي، آسيب‌هاي انتظامي و امنيتي زيادي در پي داشته است. به‌ويژه گرايش‌هاي پان‌تركيسم و پان‌كرديسم، انسجام اجتماعي و وحدت جامعه را تهديد و موجب افزايش دخالت بيگانگان، سهم‌خواهي بيشتر گروه‌هاي قومي از نظام و درگيري‌هاي نظامي شده است. تعامل مداوم فرماندهان با رهبران و بزرگان سياسي-مذهبي قوميت‌ها، مكان‌يابي كلانتري‌ها منطبق با نوع تهديدهاي قوميتي در سطح شهر اروميه و استان، اجراي طرح‌هاي عمراني-اقتصادي و تقويت احترام، عزت و تكريم شهروندان كرد و آذري از سوي همديگر سبب كاهش تنش‌هاي قوميتي خواهد شد.

This research was conducted with the aim of understanding the role of ethnic diversity in the city of Urmia in the occurrence of security and security damages in the province. The main question is that the police forces of the provincial security police of the province should take measures to control the security threats of these two ideologies in the province. This is a descriptive-analytical study. The statistical population of the province's political, security, and security experts is 242 people who have been estimated by Morgan table (150) using a probabilistic stratified sampling method and a researcher-made questionnaire was used to collect data. The results of the research show that diversity and ethnic tendencies have caused a lot of security and security damage. In particular, the tendencies of panterism and pan-cultureism threaten the social cohesion and unity of society and increase the interference of foreigners, the greater involvement of ethnic groups and military conflicts. Continuous interaction of commanders with political leaders and religious elders of ethnicities, location of militants in accordance with ethnic threats in the city of Urumia and the provinces, implementation of economic development plans and strengthening respect, honor and respect of Kurdish and Azeri citizens will reduce ethnic tensions.
