چكيده فارسي :
هدف: فهم ماهيت و جوهره «خط‌مشي عمومي»، به سهولتِ تشخيص مصاديق آن نيست. عبارت «خط‌مشي عمومي»، نه تنها در كلام اتخاذكنندگان خط‌مشي عمومي رواج دارد، بلكه بين اعضاي جامعه علمي نيز بيدقت و با تسامح معناييِ بسيار استفاده مي‌شود. با اين حال، واضح است كه فهم جوهره اين مفهوم، مقدمه اجتنابناپذيري براي ورود به علوم گوناگون خط‌مشي همچون فرايند خط‌مشي عمومي، تحليل خط‌مشي عمومي و ارزشيابي خط‌مشي عمومي است. نوشتار حاضر، گزارشي است از پژوهشي تحليلي ـ تفسيري كه با هدف فهم و تبيين جوهره «خط‌مشي عمومي» اجرا شده است.
روش: نگارندگان اين پژوهش كوشيدهاند كه مهمترين تعريف‌هاي ارائه شده براي اصطلاح «خط‌مشي عمومي» در ادبيات را گردآوري كنند و با روش «تحليل مضمون» به تجزيه و تحليل و واكاوي معنايي آنها بپردازند.
يافتهها: حاصل اين كار، ساماندهي به مفاهيم مطرح شده در تعريف‌هاي گوناگون «خط‌مشي عمومي»، در سه شاخه ماهيت، صفات و غايت خط‌مشي عمومي بود و كوشش شد بر اساس اين طبقه‌بندي سه شاخه‌اي، دو تعريف از خط‌مشي عمومي از دو ديدگاه «مخاطب خط‌مشي» و «تحليل‌گر خط‌مشي» ارائه شود كه مجموع اشتراك تعاريف و متمايزكننده تفاوت‌هاي اساسي است.
نتيجهگيري: خط‌مشي عمومي از ديدگاه مخاطب خط‌مشي مي‌تواند اينگونه تعريف شود: «منطق عملي نسبتاً پايدار از مجموعه تصميمات، قوانين، مواضع و اقدامات به هم مرتبطِ يك يا مجموعه‌اي از بازيگرهاي قابل انتساب به حكومت، در قبال مسئله يا امر نگران‌كننده قابل انتزاع است»؛ در حالي كه خط‌مشي عمومي از ديدگاه تحليل‌گر خط‌مشي را مي‌توان اينگونه تعريف كرد: «سلسله‌اي از تصميمات، قوانين، مواضع و اقدامات به هم مرتبط كه بازيگر خط‌مشي در قبال مسئله يا امر نگران‌كننده، بهمنظور تخصيص مطلوب ارزش‌ها در جامعه اتّخاذ ميكند».

Objective:Understanding the nature of "public policy" is not as straightforward as discerning its instances. The term "public policy" is utilized in an imprecise manner not only by public policy adopters but also by academic society. However, it is obvious that comprehending the essence of this concept is an inevitable prerequisite to various policy sciences, such as policy process, policy analysis, and policy evaluation. The present paper reports an analytical-interpretive research that aims to recognize and explain the essence of "public policy".
Methods: In this research, the most significant definitions of "public policy" in the literature were to be analyzed applying thematic analysis.
Results: The conclusion puts those concepts existing in the definitions in the three branches: nature, traits, and ending of “public policy”; furthermore, based on this three-dimensional classification, two definitions of “public policy” according two perspectives, “policy audience” and “policy analyst”, are proposed, being comprehensive in representing commons and in distinguishing fundamental differences of definitions.
Conclusion: The public policy from the perspective of policy audience could be defined as: “a relatively stable course of action that can be abstracted from a set of interrelated decisions, laws, positions, and actions of one or set of actors ascribing to administration, in dealing with a problem or a matter of concern”; while public policy from the perspective of policy analyst could be defined as: “a set of interrelated decisions, laws, positions, and actions adopted by a policy actor, in dealing with a problem or matter of concern to allocate values desirably in society”.
