ارزيابي نقش مديريت روستايي در پايداري روستاها مطالعۀ موردي دهستان دستجرده (شهرستان طارم)

Assess the role of rural management in Sustainability in rural areas Case Study: Dastjerdeh district ،Tarom township

توسعۀ پايدار روستايي فرايندي است كه بهبود شرايط محيط روستا، توأم با بهبود زندگي روستاييان را ضمن حفاظت از محيط زيست روستا درنظر دارد. در توسعۀ پايدار روستايي پرداختن به جايگاه و نقش مديريت روستايي از الزامات توسعه است. هدف تحقيق حاضر بررسي نظام مديريت روستايي در بهبود پايداري توسعۀ روستايي در ابعاد مختلف است. جامعۀ آماري شامل خانوارهاي روستايي دهستان دستجرده در شهرستان طارم است (7309N=) كه با استفاده از فرمول كوكران و به روش نمونه‌‌گيري تصادفي ساده، 324 خانوار به‌‌عنوان نمونه انتخاب شد. ابزار گردآوري داده‌‌ها پرسش‌‌نامه بود. براي تحليل اطلاعات از آزمون‌‌هاي t تك‌‌نمونه‌‌اي، تحليل واريانس، رگرسيون خطي و تحليل مسير استفاده شد. يافته‌‌ها نشان مي‌‌دهد كه بيشترين عملكرد مديران محلي در زمينۀ بُعد فضايي-كالبدي بوده است؛ به‌‌طوري‌‌كه مديران محلي در زمينۀ همكاري با مسئولان و در رابطه با احداث و ايجاد معابر جديد در روستا، بهسازي و نوسازي معابر، ايمن‌‌سازي واحدهاي مسكوني ازطريق صدور مجوز ساخت، نظارت بر ساخت‌‌وساز، توسعه و بهبود فضاي روستا، افزايش روشنايي معابر روستا و همكاري با مديران و مسئولان مربوط در زمينۀ اجراي طرح هادي روستايي عملكرد خوبي داشته‌‌اند و پايين‌‌ترين عملكرد مديران محلي مربوط به بُعد اقتصادي بوده كه در اين زمينه توفيق چنداني نداشته‌‌اند و عملكرد آن‌‌ها در سطح پاييني ارزيابي شد؛ بنابراين مي‌‌توان گفت كه از مهم‌‌ترين علل عملكرد ضعيف مديران محلي در ساير ابعاد، مربوط به محدوديت حيطۀ وظايف مديران محلي است

Stable rural development is a process trying to improve the physical conditions of villages along with protecting the environment. it also helps the villagers to have a better living condition. To have constant rural development, it is very vital to pay attention to the importance and role of rural management. This paper intends to study the rule of rural progress in different aspects. Statistical Society of the study includes the rural families in the dasjerde district in from (N: 7309).using Cochran formula and random sampling, 324 families were chosen. A questionnaire was used to collect the data to analyze the data, one sample T-test, linear regression, and pathways analysis were applied.Findings show that local managers are very active in physic-constructional ( patio – physical ) aspects, i.e. they have functioned well in cooperating with the officials in creating, improvement and renovation of the village pathways, securing the houses by issuing construction permits, monitoring construction, physical improvement and development of the villages. The evaluation of this study reveals that the local managers are not successful economically and they have a poor performance in this aspect. It can be said that the poor performance of them in different aspects is due to the limitations that they have
