ارزيابي وضعيت مديريت شهري كلانشهرها مبتني‌بر شاخص‌هاي حكمروايي مطلوب شهري مورد مطالعه: كلانشهر تهران

Metropolises Urban Management Assessment Based on Urban Good Governance Indexes; Case Study: Tehran Metropolis

بحث حكمروايي شهري در چند سال گذشته به يكي از موضوعات اصلي پژوهش‌هاي شهري تبديل شده است. در اين راستا اين پژوهش به دنبال بررسي و ارزيابي مديريت شهري كلانشهر تهران بر مبناي شاخص‌هاي حكمروايي مطلوب شهري و تعيين و اولويت‌بندي شاخص‌هاي موثر بر حكمروايي مطلوب شهري در كلانشهر تهران مي‌باشد. براي دست‌يابي به اين هدف با تكميل پرسشنامه به حجم نمونه‌اي برابر با 400 نفر از شهروندان به اين موضوع پرداخته شده است. براي تجزيه و تحليل داده‌ها نرم‌افزار SPSS و آزمون آماري T-TEST و تحليل رگرسيون چند متغيره مورد استفاده قرار گرفته است. روش پژوهش از نوع توصيفي- تحليلي مي‌باشد و اطلاعات لازم از طريق منابع كتابخانه‌اي و پيمايشي به دست آمده است. نتايج به دست آمده نشان مي‌دهد كه مديريت شهري كلانشهر تهران از نظر شهروندان نسبت به شاخص‌هاي پاسخگويي، مسئوليت‌پذيري، قانونمندي و كارآيي و اثربخشي در وضعيت خوبي قرار دارد و از لحاظ شاخص‌هاي مشاركت، شفافيت، توافق جمعي و عدالت‌محوري در وضعيت مناسبي قرار ندارد؛ هم‌چنين با تركيب همه شاخص‌ها باهم وضعيت كلي مديريت شهري كلانشهر تهران از لحاظ اين شاخص‌ها مورد ارزيابي قرار گرفت كه از اين حيث اين مديريت با سطح مطلوب حكمروايي شهري فاصله دارد؛ نتايج مربوط به اولويت‌بندي شاخص‌ها از نظر شهروندان نشان داد كه شاخص‌هاي مشاركت، قانونمندي، مسئوليت‌پذيري و پاسخگويي بيشترين تأثير را در سطح حكمروايي مطلوب شهري در كلانشهر تهران دارند. در نهايت نيز با توجه به يافته‌هاي تحقيق پيشنهاداتي براي بهبود عملكرد مديريت شهري در راستاي حكمروايي مطلوب شهري و اجراي اين رهيافت در مديريت شهري كلانشهر تهران ارائه شده است

One of the most important methods related to urban management is good urban governance. On the base of principles and aims of good urban governance, governments cannot meet the needs of citizens and it is necessary to increase their responsiveness to new needs with rising flexibility and their capability by attracting active power in public institutions and involving citizens in decision- making process as a main beneficiaries. Therefore, this study investigates and evaluates Tehran’s urban management based on good urban governance theory and determines indexes that have most effect on governance process in Tehran Metropolis. For achieving this purpose 400 questionnaires had completed by Tehran citizens. Acquired data were analyzed by SPSS software. Statistical test including T-Test and hierarchical multiple regression analysis has been used to analyze the collected data. The results show that Tehran’s urban management in citizen's point of view achieved appropriate situation in terms of responsibility, accountability, rule of law and effectiveness and efficiency indexes and in terms of participation, transparency, consensus oriented and equality has not appropriate situation. The overall situation of Tehran’s urban management has evaluated with combination of all indexes based on these indexes shows that the management status of has not appropriate situation. The result of determination indexes showed that participation, rule of law, responsibility and accountability have most effect on governance process in municipality of Tehran. Finally, with regard to results of research; some suggestions have been offered in order to improvement of urban management performance based on good urban governance.
