بررسي و تحليل فضايي ـ زماني كانون هاي سرقت جيب بُري و كش روزني در شهر سمنان

Investigating and Spatial-Temporal Analysis of Pick-Pocketing Hotspots in the City of Semnan

بزهكارى از جمله مهم‌ترين معضلات اجتماعى در اكثر شهرهاى دنيا است كه بر زندگى شهروندان تأثيرات منفى مي‌گذارد. اين مقاله با هدف شناسايي كانون‌هاي سرقت جيب‌بري و كش­روزني شهر سمنان و تبيين عوامل مؤثر در بروز اين بزهكاري در اين شهر انجام شده است. روش تحقيق در مقاله حاضر توصيفي- تحليلي است و براي شناسايي و درك الگوهاي مكاني بزهكاري جيب‌بري و كش­روزني در شهر سمنان از مدل‌هاي آماري و گرافيك مبنا در محيط سامانه اطلاعات جغرافيايي استفاده شده، كه اطلاعات مورد نياز از ميزان و نوع جرم به‌صورت مراجعه از نيروى انتظامى اخذ شده است. يافته‌هاي مقاله حاضر نشان مي‌دهد كه كانون‌هاي جرم­خيز مربوط به سرقت جيب‌بري و كش­ روزني بيشتر در بخش مركزي شهر سمنان و محدوده بازار اين شهر شكل گرفته است و از نظر زماني نيز اوج وقوع اين سرقت در روزهاي شنبه و چهارشنبه هفته و ساعات 9 الي 13 رخ داده است. از سوي ديگر، بالا بودن ميزان كاربري تجارى و كمبود يا نبود برخي كاربري‌هاي مورد نياز شهروندان از جمله فضاي سبز كه نظارت رسمي بر اين محدوده‌ها را بسيار دشوار ساخته، در افزايش توزيع جغرافيايي نوع و ميزان جرايم و شكل‌گيري الگوهاي فضايي بزهكاري مؤثر بوده است كه اين موضوع با استفاده از مدل رگرسيون وزني جغرافيايي به اثبات رسيد. به نظر مي‌رسد با ساماندهي و ارتقاي سرانه‌هاي تأسيساتي، تجهيزاتي و خدماتي، ايجاد فضاهاي تفريحي و فراغتي سالم، تعريض شبكه معابر و مكان‌يابي مراكز انتظامي جهت افزايش نظارت رسمي و ايجاد كاربري‌هايي با ساعات كاري متنوع در طول شبانه­ روز در اين محدوده و اصلاح فيزيكي و كالبدي فضاهاي مسكوني اين محدوده از تشويق ساكنان و دستگاه‌هاي زيربط از قبيل شهرداري بدون توجه به توجيه اقتصادي و درآمدزايي مي‌توان امكان آسيب‌پذيري اين فضاها و ميزان وقوع جرايم را كاهش داد.

Crime is one of the most important social problems in most cities in the world, which affects the lives of citizens. The aim of this article is the identifying the centers of pick-pocketing in the city of Semnan and explaining the factors influencing this delinquency in this city. This is a descriptive-analytical research. Statistical models and graphic-based models have been used in the geographic information system (GIS) in order to identify and understand the spatial patterns of the mentioned crimes in Semnan. The required information on the amount and type of crime has been obtained from the police. The findings of this paper show that the crime hot spots are more concentrated in the central part of the city of Semnan and the city's market, and in terms of time, the peak of this theft occurred on Saturday and Wednesday of the week and from 9 to 13 hours. On the other hand, the high level of commercial usage and the lack of some of the necessary usages for citizens, like green space which made the official monitoring of these areas very difficult, has influenced in increasing geographical distribution, the type and amount of crimes and the formation of spatial patterns of delinquency. It seems that with the organization and promotion per capita of facilities, equipment and services, creation of health recreational and leisure spaces, the expanding of the network of roads and locating the law enforcement centers in order to increase the official monitoring in this area, and the physical correction of residential spaces in this area, it is possible to reduce the vulnerability of these spaces and the rate of crimes
