زمينه: وجود بحران‌ها و مشكلاتي همچون عدم رعايت استانداردها و اخلاق حرفه‌اي در حوزه مهندسي و فناوري، و وجود تقلب و سواستفاده در حوزه علم باعث اهميت يافتن موضوع اخلاق در علم و فناوري شده است. اما واقعيت اين است كه فهم دقيقي از اخلاق علم و فناوري وجود ندارد و در بسياري از موارد اين حوزه با حوزه‌هاي ديگري چون اخلاق عمومي و حرفه‌اي اشتباه گرفته مي‌شود. ازاين‌رو هدف اين مقاله بررسي چيستي اخلاق علم و فناوري است. به اين منظور ابتدا خود اخلاق تعريف‌شده و در گام بعد اخلاق علم و فناوري در قالب دو خوانش قوي و ضعيف مورد بررسي قرار مي‌گيرد و در نهايت نيز بر اساس بخش مشترك دو خوانش چيستي اخلاق علم و فناوري معرفي مي‌شود. نتيجه‌گيري: نتيجه اين تحقيق نشان مي‌دهد كه برخلاف رويكردهاي جاري، اخلاق علم و فناوري بيشتر داراي ماهيتي تجربي-توصيفي است تا نظري-تجويزي. از منظر كاربردي نيز، شناخت صحيح از اخلاق علم و فناوري مي‌تواند به شناخت و حل مسائل اخلاقي حوزه علم و فناوري كمك نمايد و همچنين مي‌تواند در سياستگذاري اين حوزه كه جايگاه مهمي در توسعه و رشد اقتصادي-اجتماعي دارد، نقشي سازنده ايفا كند.

Background: The existence of crises and problems such as non-compliance with standards and professional ethics in the field of engineering and technology, and existence of fraud and misuse in the field of science has resulted in importance of ethics in the science and technology. But the fact is that there is no accurate understanding of the ethics of science and technology, and this field is often confused with other areas such as general and professional ethics. Hence our goal in this article is to examine the nature of the ethics of science and technology. To this end, ethics is first defined, and in the next step, the ethics of science and technology are considered in the form of two strong and weak readings, and ultimately, according to the joint section of two readings, the nature of science and technology ethics are introduced. Conclusion: The results of this research show that, contrary to current approaches, the ethics of science and technology has a more experimental-descriptive character than theoretical-prescriptive one. From a practical point of view, the correct recognition of the ethics of science and technology can help to identify and solve the ethical issues in the field of science and technology and also play a constructive role in policy making in this field, which plays an important role in the development and socio-economic growth.
