بررسي تحقق عدالت اقتصادي در اقتصاد مقاومتي و رابطه آن با حقوق شهروندي

Investigating the Realization of Economic Justice in Resistance Economics and its Relationship with Citizenship Rights

نظريه اقتصاد مقاومتي، يكي از مهمترين نظريه‌هاي مطرح‌‌شده در حوزه اقتصاد است. از نظر بسياري از مفسرين، اين نظريه داراي ابعاد صرف اقتصادي در شرايط بحران نيست و ضمن توجه به اصول مقاومت، عزتمندي، مصالح جمعي، جهاد، تساوي و عدالت اقتصادي و رعايت حقوق اجتماعي اقليت‌ها و دو اصل مهم كرامت و عدالت، زمينه‌هاي تحقق حقوق شهروندي را نيز فراهم آورده است. اين موضوع مهم با رعايت كامل جنبه‌هاي فقهي، در منشور حقوق شهروندي، قانون اساسي و اسناد نهادي و رسمي كشور مورد بررسي قرار گرفته است. از آنجا كه حقوق شهروندي زيربناي اقتصاد مقاومتي و بسترساز تحقق عدالت اقتصادي در جامعه مي‌باشد، آگاهي‌بخشي به مردم و آموزش حقوق شهروندي، زمينه‌هاي لازم را براي نيل به اهداف اقتصاد مقاومتي و بهبود فضاي كسب و كار فراهم مي‌سازد، چراكه مقتضيات تحقق اهداف اقتصاد مقاومتي با تحقق حقوق شهروندي، ايجاد خواهد گرديد. بنابراين با توجه به فرهنگ و اصول اسلامي‌، تجربيات موفق دنيا و بومي‌سازي آنها، بايد با عزم ملي و همدلي بين دولت و مجلس و مردم، در اجراي صحيح قوانين كارآمد دقت شود، لذا ضروري است تا پيش از ورود به بحث اصلي، مفاهيم عدالت اقتصادي، اقتصاد مقاومتي و حقوق شهروندي به خوبي تبيين گردد. پژوهش حاضر، با استفاده از روشهاي تحقيقي ميداني و مطالعه اسنادي و كتابخانه‌اي، درصدد بررسي سياستهاي اقتصاد مقاومتي است تا لزوم به هم پيوستگي اين سياستها و رابطه آن با حوزه تحت شمول حقوق شهروندي در راستاي تحقق عدالت اقتصادي و عدالت توزيعي، ايجاد رفاه و پويايي اقتصاد مبتني بر توليد و اشتغال، به خوبي روشن ‌شود.

The theory of resistance economy is one of the most important theories that have been offered in the domain of economy. Many commentators believe that this theory is not merely of economic aspects in crisis conditions rather it not only pays attention to the principles of resistance, dignity, collective interests, Jihad, equality and economic justice and observation of the social rights of minorities and two important principles of dignity and justice it also provides the ground for realization of the citizenship rights. This significant issue has been assayed in the current article from the point of view of the jurisprudential aspects in the charter of citizenship rights, constitution and institutional and official documents of the country. Since citizenship rights are the bedrock of resistance economy and provides the ground for realization of economic justice in the society informing people and teaching them their citizenship rights provides the required grounds for the realization of goals of resistance economy and improvement of the business environment, because the requirements of the realization of resistance economy will be provided by the fulfillment of the citizenship rights. Therefore, we need correct implementation of laws in the light of Islamic culture and principles as well as successful experiences of indigenization around the world via national will and mutual understanding of the government, parliament and people. Then, before turning to the central problem of this article we need to explain the concepts of economic justice, resistance economy, and citizenship rights. The current study has been conducted based on library based and documented research and seeks to assay the policies of resistance economy in order to cast light on the interconnectedness of these policies and its relation with the domain of citizenship rights towards the realization of economic justice and distribution justice, creation of welfare and dynamicity based on production and employment.
