Cooperative approach to modernization and improvement of worn-out tissues in 12th district of Tehran

بافتهاي فرسوده شهري كه تحت تأثير مدرنيزاسيون شتابزده، جمعيت غيربومي بلاتكليف و ناهماهنگ با زندگي شهري را به جاي جمعيت بومي نشانده است، علاوه بر ايجاد محيط فيزيكي ناخوشايند، فضاي اجتماعي ناپايداري نيز بوجود آورده است كه ابتدا ساكنين محدوده و سپس ساير مناطق شهر در معرض خطر آن قرار دارند. به همين دليل، نوسازي بافت‌هاي فرسوده شهري يكي از مسائل اساسي در حوزه شهرسازي مي‌باشد. منطقه 12 شهر تهران با توجه به اينكه قلب تاريخي تهران مي‌باشد و از طرفي با فرسودگي بافت‌ها رو به زوال است اگر تا چند سال آينده شهرداري با برنامه ريزي درست و با استفاده از مشاركت ساكنان و مالكان و بر اساس طرح تفصيلي منطقه به ساماندهي بافت‌هاي فرسوده در راستاي ارتقا كيفيت زندگي شهروندان نپردازد بسياري از آثار و بناهاي تاريخي و همچنين بناهاي مسكوني تخريب مي‌شوند. هدف از اين پژوهش بررسي رويكرد مشاركت جويانه در نوسازي و بهسازي بافت‌هاي فرسوده منطقه 12 شهر تهران است. پژوهش حاظر از نوع كاربردي توصيفي- تحليلي مي‌باشد و اطلاعات با استفاده از روش اسنادي و كتابخانه‌اي جمع آوري شده است. جامعه آماري اين پژوهش شامل كارشناسان مي‌باشد و از روش نمونه گيري تصادفي چند مرحله‌اي استفاده شده است و اطلاعات يدست آمده با استفاده از و روش‌هاي تصميم‌گيري چند معياره، تاپسيس، تحليل شده است و نتايج نشان مي‌دهد به منظور عملياتي نمودن رويكرد مشاركت جويانه در روند نوسازي و بهسازي بافتهاي فرسوده مي‌توان از فرآيند همكاري پايدار به عنوان روشي جامع استفاده نمود.

For this reason, the modernization of urban exhausted tissues is one of the major issues in the field of urban planning. The 12th district of Tehran is considered to be the historical heart of Tehran an‎d on the other hand, the weariness of tissues is declining If, for a few years, the municipality does not plan properly using the partnership of residents and owners and based on the detailed plan of the region to organize the worn out tissues in order to improve the quality of life of citizens. Many monuments and monuments as well as residential buildings are destroyed. The purpose of this research is to investigate the participatory approach in modernizing and improving the worn out texture of the 12th district of Tehran. The research is a descriptive-analytical application and the information has been gathered using a documentary and library method. an‎d the information has been analyzed using multi-criteria decision making methods, topsis an‎d the results show that in order to operationalize the participatory approach in the process of renovation and repair of worn out tissues, the sustainable cooperation process can be used as a comprehensive method.
