بررسي مؤلفه‌هاي سياسي و اجتماعي تأثيرگذار بر امنيت مرزهاي ايران (مطالعه موردي مرزهاي شرقي)

Investigation of Political and Social Components Affecting the Security of the Borders of Iran: A Case Study of Eastern Borders

درجه حساسيت امنيتي مرزهاي ايران به ويژه مرزهاي شرقي بيش از حد معمول در تمامي مرزهاي ديگر است كه اين مسئله متأثر از مؤلفه‌هاي مختلفي است اما دو دسته از اين عوامل داراي تأثيرگذاري بيشتري هستند يعني مؤلفه‌هاي سياسي و اجتماعي. هدف اين مقاله عبارت است از بررسي مؤلفه‌هاي سياسي و اجتماعي تأثيرگذار بر امنيت مرزهاي ايران با تأكيد ويژه بر مرزهاي شرقي. سؤال اصلي مقاله اين است كه در حوزه امنيت و ناامني مرزهاي ايران به طور كلي و به ويژه مرزهاي شرقي مؤلفه‌هاي سياسي و اجتماعي چه نقشي دارند؟ نتايج اين مقاله نشان مي­دهد كه كوشش براي ارتقاي سطح امنيت مرزها يكي از مهم‌ترين چالش‌هاي كشور است؛ به طور كلي آنچه كه به عنوان عوامل ناامني مرزي شناخته مي‌شوند عبارت­اند از: مسائل قومي، نژادي و مذهبي، هويتي، توسعه‌يافتگي مناطق مختلف، تغييرات جمعيتي اعم از مهاجرت به شهر و توسعه حاشيه‌نشيني، مهاجرت و تغييرات جمعيتي نخبگان و... است كه در صورت ضعف و يا گسترش بي‌رويه، مي­تواند امنيت مرزها را تحت تأثير قرار دهد و كشور را با مشكلاتي فراوان مواجه سازند؛ انسجام هويتي و اجتماعي و تغييرات جمعيتي، از مؤلفه‌هاي اجتماعي قدرت مرزها محسوب مي‌شود كه مؤثرترين ابزار تأمين امنيت مرزها به شمار مي­رود. اين مقاله تلاش دارد تا با استفاده از روش توصيفي - تحليلي و با بهره‌گيري از منابع كتابخانه­اي پاسخي به پرسش اصلي مقاله بدهد.

The degree of security sensitivity of the borders of Iran, especially the eastern borders, is more than usual across all other borders which is affected by various components but two of these factors are more influential that is, political and social components. The purpose of this article is to examine the political and social factors affecting the security of the borders of Iran With special emphasis on eastern borders. The main question of the paper is that what is the role of the political and social components in the area of security and insecurity of the borders of Iran in general, and in particular the eastern borders? The results of this paper show that efforts to promote border security are one of the most important challenges facing the country; In general, what are known as borderline insecurity are: Ethnic, racial and religious issues, identity, development of different regions, demographic changes, such as migration to the city and marginalization, migration and demographic changes of elites, ... Which, in the event of weakness or excessive expansion, could affect the security of the borders and cause the country a lot of problems; Identity and social cohesion and demographic changes are among the social components of border power Which is the most effective means of securing borders. This paper tries to answer the main question of the article by using a descriptive-analytical method and using library resources.
