تحليل و بررسي نقش پاركها و بوستان ها در مديريت بحران هاي شهري تهران در راستاي اصول پدافند غير عامل

وقوع بحران­هاي طبيعي و انساني در همه شهرها امري محتمل است و بنابراين بايستي با مطالعه علمي پتانسيل­هاي موجود را در راستاي مديريت بحران­ها آمايش كرد. پارك­ها و بوستان­هاي شهري در مديريت بحران­هاي شهري نقشي استراتژيك و غير عامل ايفاء مي­كنند: زيرا در مديريت بحران­هاي شهري اصل در دسترس بودن امكانات زيستي از يك سو و از سوي ديگر محصور نبودن و نيز حساست برانگيز نبودن اصولي اساسي به شمار مي­روند و اين همه در پارك­ها و بوستان­هاي شهري در دسترس است. تاريخ گذشته و معاصر تهران نشان مي­دهد كه اين شهر نيز پيوسته نيازمند برنامه ­ريزي براي مديريت بحران­هاي شهري است. هدف اين مقاله تحليل و تبيين نقش پارك­ها و بوستان­ها در مديريت بحران­هاي شهري تهران در راستاي اصول پدافند غير عامل است. سؤال اصلي مقاله اين است كه با توجه به اصول پدافند غير عامل پارك­ها و بوستان­ها چه نقشي در مديريت بحران­هاي شهري تهران ايفاء مي­كنند؟ فرضيه­اي را كه براي پاسخ­گويي به اين سؤال در صدد آزمون آن هستيم اين است كه با توجه به تراكم افقي و عمودي شهر تهران و ترافيك و فرسودگي بافت شهري و معابر نامناسب و ساخت و سازهاي غير ­استاندارد سازه­هاي شهري، پارك­ها و بوستان­هاي شهري مي­توانند به عنوان پايگاه مديريت و مأمن شهروندان و قربانيان مورد استفاده قرار گيرند. نتايج مقاله نيز نشان مي­دهد كه پارك­ها و بوستان­هاي تهران در صورت وجود برنامه­ريزي و تجهيز مناسب مي­توانند مكاني مناسب براي مديريت بحران­ها و نيز مأمني براي شهروندان آسيب ديده تلقي شوند؛ بنابراين در اين مقاله تلاش خواهد شد با استفاده از منابع كتابخانه­اي و نيز ساير منابع علمي موجود به تحليل و تبيين نقش پارك­ها و بوستان­ها در مديريت بحران­هاي شهري تهران در راستاي اصول پدافند غير عامل پرداخته شود.

The occurrence of natural and human crises in all cities is probable, and therefore, with scientific research, it should be possible to manage existing crises. The results of the article also show that Tehran's parks and parks can be considered suitable for crisis management as well as for the damaged citizens if they are planned and equipped properly. Therefore, in this article, it will be tried to analyze and explain the role of parks and gardens in managing the urban crisis in Tehran in accordance with the principles of non-operating defense, using library resources as well as other available scientific resources.
