تبيين الگوي مكان يابي پايگاه هاي مديريت بحران در شهر گرگان با استفاده از سيستم اطلاعات جغرافيايي

با توجه به اينكه كشور ايران از كشورهاي بلا خيز دنيا به شمار مي رود، لذا برنامه ريزي پيش از وقوع بحران از مسائل مهمي است كه بايد در برنامه كار سازمانهاي متولي چون مديريت شهري، سازمان پيشگيري از حوادث و ساير نهادها و سازمانهايي كه هريك به نحوي در اداره و مديريت شهرها اثرگذارند، قرار گيرد. مديريت بحران با بهره­ گيري گسترده از كليه عوامل مؤثر در بهينه سازي اقدامات و كاهش خسارات ناشي از بحرانها و مقابله هوشمندانه و برنامه محور با آن پديد آمده است. در سالهاي اخير احداث پايگاههاي پشتيباني مديريت بحران در دستور كار سازمان پيشگيري و مديريت بحران در كشور قرار گرفته است. يكي از موارد قابل توجيه قبل از احداث اين پايگاهها، مطالعه، بررسي و انتخاب مكان جغرافيايي مناسب براي استقرار اين نوع كاربري هاست. در اين پژوهش مكان يابي پايگاههاي مديريت بحران در شهر گرگان مورد مطالعه قرار گرفته است. به اين منظور در مرحله نخست پارامتر­ها و معيارهاي مؤثر در مكان­يابي اين پايگاهها شناسايي و تدوين شده ­اند و با استفاده از مباني نظري فرايند تحليل سلسله مراتبي (AHP)به محاسبه وزن معيارها با استفاده از نرم افزار EXOERT CHOICE پرداخته شده است و سپس با توجه به قابليت سيستم اطلاعات جغرافيايي (GIS) به عنوان تحليلگر مكاني در حل مسائل پيچيده شهري و تعريف معيارهاي مورد نظر به صورت لايه­ هاي اطلاعاتي، از توانايي اين سيستم جهت آماده سازي، تلفيق و تحليل لايه ها بهره گرفته شده است و در نهايت مكان مناسب براي استقرار اين پايگاهها ارائه شده است.

In this paper, locating disaster management bases has been studied in Gorgan city.For this purpose, the first step have been formulated and detect parameters and Effective measures at locate the these bases and with Using Theoretical bases of analytical hierarchy process (AHP) have been investigated to calculate the parameters weighting with using the software EXPERT CHOICE and then according to the ability of geographic information system (GIS) As spatial Analyzer on Solving of complex urban problems and define the Specified parameters to data layers, and Has been applied the such ability of this system to prepare, collate and analyze the layers and eventually the proper place for the establishment of these bases is offered.
