آسيب‌شناسي نظام نظرسنجي سياسي در جمهوري اسلامي ايران

Pathology of the Political Polling System in the Islamic Republic of Iran

توليد اطلاعات مرتبط با ديدگاه‌هاي مردم در موضوعات مختلف سياسي انتخاباتي، با دقت و سرعت لازم و در اختيار كاربران و ذي‌نفعان قرار دادن آن و همچنين ايجاد، حفظ و گسترش اعتماد عمومي نسبت به نظام نظرسنجي از اهداف نظام نظرسنجي سياسي در ايران است. با پيشرفت‌هاي حاصل‌شده، نظام نظرسنجي سياسي در ايران، هنوز با مشكلات عديده‌اي مواجه است. آسيب‌شناسي نظام نظرسنجي سياسي در جمهوري اسلامي ايران، سؤال اصلي اين پژوهش است كه پژوهشگر با بررسي وضعيت موجود به آن پرداخته است. در انجام اين پژوهش از روش پژوهشي داده- بنياد استفاده‌ شده و براي رسيدن به پاسخ سؤالات با مراجعه به جامعة آماري تحقيق، 42 جلسة مصاحبة پژوهشي با 24 نفر از صاحب‌نظران و نخبگان موضوع انجام شده است. نتايج تحقيق نشان مي‌دهد آسيب‌هاي نظام نظرسنجي سياسي در ايران ناظر به دو دسته عوامل دروني و بيروني اين حوزه است. عوامل آسيب‌زاي دروني به‌طور مستقيم بر كار پيمايش نظرسنجي و عوامل بيروني از فضاي سياسي جامعه متأثر است و از جنس عوامل فرهنگي- اجتماعي است. درمجموع، برخي از مشكلات اين حوزه، دولتي و شبه‌دولتي بودن بيشتر سازمان‌هاي نظرسنجي، كوچك بودن سهم بخش خصوصي در بازار نظرسنجي، نبود رقابت ميان سازمان‌هاي نظرسنجي، عدم انتشار نتايج نظرسنجي‌ها، ضعف علمي مديران و كارشناسان و فراهم نبودن شرايط نقادي نظرسنجي است.

One of the political polling system goals in Iran is to produce information related to the views of the people on various electoral political issues, with required accuracy and pace for users and stakeholders , as well as establishing, maintaining and increasing public confidence in the polling system. Although some advances have been achieved, the political polling system in Iran is still facing a lot of problems. The Pathology of the Political Polling System in the Islamic Republic of Iran is the main question of the research that the researcher has examined with regard to the status quo. Data-based research method was used to carry out this research. To answer the questions by referring to the research statistical population , 42 research interviews with 24 experts and elites were conducted. The results of the research show that the damage to the political polling system in Iran is considered by the internal and external factors of this field. Internal damaging factors directly affect survey work, but the external factors are influenced by the political environment of the community and are from social cultural factors. In sum, some of the problems in this area are: the majority of polling organizations are governmental and quasi governmental, the share of the private sector in the polls market is too small, there is no competition between polling organizations, the poll results are not published and released,managers and experts don’t have sufficient knowledge, and there are no critique polling conditions.
