متوليان تأثيرگذار بر فرآيند ايجاد قدرت بازدارندگي و پيشگيري از تهديدات و حملات سايبري در نظام دفاع سايبري

Effective institutions on the process of the creating deterrence power and preventing cyberthreats and cyberattack in the cyberdefence system

بازدارندگي يكي از مباحث اساسي در حوزه دفاعي- امنيتي هر كشور مي­باشد. از اين رو تقويت و توسعه ادبيات راهبردي در حوزه بازدارندگي و به‌طور خاص در امنيت و دفاع سايبري به منظور بهره­برداري سازمان­هاي مسئول در راستاي تدوين و اجراي سياست­هاي كلي فضاي سايبر يكي از موضوعات پر اهميت و اساسي مي­باشد. ايجاد قدرت بازدارندگي معتبر نقشي كليدي در دفاع سايبري و تأمين امنيت دارا مي­باشد، براي رسيدن به اين مهم مي­بايست نهادهاي خصوصي، عمومي و دولتي مورد نياز در كنار يكديگر و با هماهنگي، مأموريت‌هاي اصلي را انجام دهند. در اين پژوهش قصد داريم تا با استفاده از روش مدل­سازي ساختاري تفسيري متوليان مؤثر بر فرآيند ايجاد قدرت بازدارندگي و پيشگيري از تهديدات و حملات سايبري را در نظام دفاع سايبري شناسايي نماييم و بررسي نماييم هر متولي در اين فرآيند در چه سطحي، از كدام متوليان تأثير مي­پذيرد و بر كدام متوليان تأثير مي­گذارد. در پايان نتايج تحقيق نشان مي­دهد كه كليه 14 نهاد نظام دفاع سايبري بر روي فرآيند ايجاد قدرت بازدارندگي و پيشگيري از تهديدات و حملات سايبري تأثيرگذار بوده و جهت حصول اهداف بازدارندگي مورد نياز مي­باشند. در گام دوم با توجه به تأثيرگذاري نهادهاي متولي بر روي يكديگر، مبتني بر ورودي و خروجي هر نهاد، سطح تأثيرگذاري هر نهاد تعيين شده است. نهادهاي سطح بالاتر قدرت نفوذ بيشتري بر ديگر نهادها دارند و داراي قدرت تصميم­گيري بالاتري هستند و نهادهاي سطوح پايين‌تر وابستگي بيشتري به ديگر نهادها دارند.

Deterrence is one of the key discussions in the coutery’s security and defence. Hence, the promotion and development of strategic literature on deterrence and in particular on cybersecurity and cyberdefence in order to exploit responsible institutions for formulating and implementing cyberspace policies is one of the most important and urgent issues. Creating a valid deterrence power plays key role in cyber defence, to achieve this, the public, private and governmental institutions needed to carry out the main missions coordinately. In this research, based on Interpretive Structural Modelling (ISM) method, we intend to identify effective institutions on the process of creating the deterrence power and the prevention of threats and cyber attacks in the cyber defense system and examin which institutions at what level will take effecte from other institutions. Finally, the results of the research show that all 14 cybersecurity organizations are effective on the process of creating deterrent power and preventing threats and cyber attacks, and are needed to achieve deterrence goals. In the second step, considering the effect of institutions on each other, based on the input and output of each entity, the level of influence of each entity is determined. Higher-level institutions have more influence over other institutions and have higher decision-making power and lower-level institutions are more dependent on other institutions.
