چكيده فارسي :
مقام معظم رهبري در مراسم دانش آموختگي افسران ناجا در شهريور 1396 فرمودند: «نيروي انتظامي بايد در طراز جمهوري اسلامي، دولت اسلامي و جامعه قرآني باشد و تا رسيدن به اين هدف فاصله داريم.» هنگامي كه اين خواسته را با تدابير قبلي معظم له درباره اهداف و مراحل پنجگانه انقلاب اسلامي (انقلاب اسلامي، نظام اسلامي، دولت اسلامي، جامعه اسلامي و تمدن بين المللي اسلامي) تحليل كنيم، نقش بي بديل امنيت و ناجا در رويكرد تمدني مد نظر ايشان روشن مي شود. تمدن نوين اسلامي ـ ايراني داراي ويژگي هاي مهمي در چهار مقوله اصلي فكر، علم، معنويت و زندگي است كه ابعاد و مشخصات آن بر مبناي يافته هاي مركز الگوي اسلامي ـ ايراني پيشرفت در قالب شش سرفصل مباني، اصول، آرمان، رسالت، افق و تدابير در مقاله تحليل شده است. آماده سازي ناجا براي تحقق چنين تمدني (با افق دراز مدت حدود 50 سال) از طريق روش هاي مرسوم طرح ريزي و سازمان دهي ميسر نيست بلكه به الگوي خاصي نياز است كه به آن معماري سازماني
مي گوييم.
در اين پژوهش با بهره گيري از اسناد ابلاغي به ناجا و پژوهش هاي انجام شده با روش توصيفي و كتابخانه اي، نظريات و چارچوب هاي مختلف معماري مورد بررسي قرار گرفته و در نهايت يك الگوي كلان مرجع براي معماري ناجا ارائه شده است. در اين الگو: اولاً، كليت سازمان و كاركردهاي آن ترسيم ميشود.
ثانياً، با رويكرد آينده پژوهانه ويژگي ها و نقش هاي سازمان در محيط عمومي و تعاملي آتي تبيين مي گردد.
ثالثاً، اجزاي اصلي و ارتباطات اين اجزا با يكديگر و با محيط تعاملي تعيين مي شود.
رابعاً، تمام فعاليت هاي فوق در چارچوب اهداف سازمان و ارزش هاي حاكم بر آن انجام مي گيرد.
خامساً، مشخصات و ويژگي هاي سخت افزاري و نرم افزاري زيرمجموعه تعيين و طراحي مي شود.
چكيده لاتين :
The Leader of the Islamic Republic, in 2017 graduation ceremony of the Police University cadets, said: “It is necessary for us to have a police force on a par with the Islamic Republic, on a par with the Islamic establishment, [and] on a par with a Quranic and Islamic society. [Of course,] we have some distance to go before getting there.” Compared to his other sayings on the objectives and five stages of Islamic Revolution (Islamic revolution, Islamic System, Islamic Government, Islamic Society, and International Islamic Civilization) making a demand, the paper shows the unique role of security and NAJA in the Leader’s civilizational approach. The new Islamic-Iranian civilization possesses important features in four major concepts of thought, science, spirituality, and life. The features and dimensions of the civilization are based on the findings of the Center for the Islamic-Iranian Model of Progress. They are analyzed under six titles including basics, principles, objectives, mission, vision, and measure. Preparing NAJA to establish the civilization (with a 50-year long-term vision) is not feasible via regular methods of planning and arrangements. It is necessary to have a special model called organizational architecture. This paper uses General Staff of the Armed Forces of the Islamic Republic of Iran’s commands to NAJA and previous researches. In fact, the paper is a descriptive and library research. It studies the theories and frameworks of various architectures. Finally, the paper presents a macro reference model for the architecture of NAJA. First, this model delineates a broad view of the organization and its functions. Second, a future study elaborates on the features and roles of organization in future public and interactive environment. Third, major parts and the connection between them are determined in an interactive environment. Fourth, all above activities are done within the framework of the organization’s objectives and set values. Fifth, the hardware and software features of the subdivisions are determined and designed.
