The Indicators of Future Police: Authority, Attraction, Intelligence, and Architecture of Future NAJA

«پليس آينده بايد چه مختصاتي داشته باشد؟» پرسشي راهبردي براي طراحي معماري ناجاي آينده است. براي پايداري و پايدارسازي هويت و سازمان و كارامدي و اقتدار پليس در آينده، مختصات پليس بر محوري از پارامتراها مانند اقتدار و جذابيت از يك سو و هوشمندي از سوي ديگر قابل تصور است. چنين ويژگي هايي برآمده از الزامات و ضرورت‌هاي محيط عملياتي و فرايندها و تغييرات رخداده كنوني و در حال ظهور در آينده، در ابعاد اقتصادي، فناورانه، اجتماعي، سياسي و فرهنگي در اين محيط است. اين فرايندها به تغيير الگوي رفتار اجتماعي، توانمندي عناصر اجتماعي يعني گروه‌ ها و افراد، ظهور الگوها و روابط اقتصادي نوين و جرايم ناشناخته و تغييرات ديگر در وضعيتي از پيچيدگي و فقدان اطمينان خواهد انجاميد. پليس هوشمند، تصور وضعيتي از هويت سازماني ناجاست كه به خودانطباقي، پيشرو بودن، آينده نگري، كارايي، كارامدي و اقتدار و جذابيت در فضاـ زمان هوشمند آينده خواهد انجاميد. در اين مقاله ضمن ارائه تبييني از شهر هوشمند به مثابه محيط عملياتي يا فضاـ زمان آيندۀ نيروي انتظامي، الزامات هوشمند سازي پليس به عنوان ايده پيشنهادي براي پليس آينده معرفي و بررسي مي شود. چنين ايده‌اي پليس را در اعمال بهينه و مطلوب وظايف خود در استقرار نظم و امنيت و اجراي قانون و مقابله با جرايم و حفاظت از دستاورد هاي انقلاب اسلامي در وضعيتي متفاوت از اكنون با شاخص‌ هاي پيچيدگي، آشوب ناكي، تنوع و فقدان اطمينان توانمند مي سازد و آن را به نيرويي هوشمند تبديل ميكند.

“What are the indicators of future police?” is a strategic question in designing the architecture of future NAJA. In order to stabilize and sustain the identity and organization, achieve efficiency, and wield authority in police, its qualities must be based on indicators such as authority and attraction, on the one side, and smartness, on the other side. These characteristics are derived from the requirements for operational environments, processes, and current and pending changes in economic, technological, social, political, and cultural fields. These processes lead to the change in the model of social behavior, the ability of social elements including groups and individuals, the emergence of new economic models and relationship, unknown crimes, and other changes like complexity and lack of trust. Smart police is the manifestation of NAJA organizational identity which results into the self-adaptation, progression, foresight, proficiency, efficiency, authority, and attraction in future smart space-time. This paper explains smart city as an operational environment or spatiotemporal future of police and the requirements for making police smart as its proposed idea of future police. This idea places police in a position which is different from the current indicators of complexity, chaos, variety, and lack of trust, enabling it to perform its duty and conduct its operations thoroughly, provide order and security, enforce law, fight with crimes, and safeguard the achievements of the Islamic Revolution. At the end of the day, police is going to be a smart force.
