چكيده فارسي :
خاستگاه و تحول سازماني كه در حال حاضر «پليس» نام دارد، در طول تاريخ كشور ها و ايران نشان از مسئوليت سنگين اين نيروي چند وجهي و چند كاره ـ اگر نگوييم همه كاره دارد. پليس از ابتدا در عرصه مديريت شهر و روستا و حفاظتِ بندري ظهور يافته و در طول تاريخ، جنبه هاي مختلف مذهبي، سياسي، نظامي و شبه نظامي به خود گرفته است. امور تحت پوشش مسئوليت پليس بسيار متنوع بوده و گاه گستره اي محدود ناشدني داشته است. در جوامع اسلامي افرادي با عناويني مثل محتسب و شرطه عهده دار مسئوليت هايي بوده اند كه با مسئوليت هاي پليس در تاريخ ساير كشور ها تا حدي قرابت داشته است. در ايران پيش از اسلام نيز پليس نيرويي منظم و تأثير گذار بوده و در طول تاريخ نام هاي مختلف يافته است. شكل گيري اولين نيرو هاي انتظامي، از جمله با تشكيل «ژاندارمري خزانه» (پليس اخذ ماليات و عوارض زير نظر خزانه دار) در كنار «ژاندارمري دولتي» همراه بوده است. در يك دسته بندي بسيار كلي، وظايف نيروي انتظامي در ايجاد و حفظ و ارتقاي نظم و امنيت و آسايش خلاصه مي‌شود كه تحقق آنها مستلزم فراهم آوردن زمينه هاي ذهني و عيني و مقابله و برخورد با فعاليت هاي غيرمجاز ضمن ملاحظه امور مرتبط است. از سوي ديگر، اين نيرو ضابط عام دادگستري است كه درباره كليه جرايم صلاحيت اقدام دارد و وظايف و اختياراتش محدود به جرايمي معين يا شرايطي خاص نيست و يكي از وارثان نظام حسبه اسلامي به شمار مي رود. به تأكيد، اين مقاله در صدد همه كاره جلوه دادن يا افزايش خارج از معمول وظايف و مأموريت هاي نيروي انتظامي در حال حاضرِ جمهوري اسلامي ايران نيست. با وجود اين، عرصه اقتصاد و انتظام برنامه ريزي شده و هوشمندانه آن در دوران فشار هاي فزاينده خارجي، نا كارامدي هاي اجرايي و فساد انگيزي‌هاي فراتر از انتظار داخلي و تأكيد مقام معظم رهبري بر تحقق ناگزير اقتصاد مقاومتي، عرصه اي است كه به هر صورت بايد در آن جايگاهي شايسته براي نيروي انتظامي جمهوري اسلامي ايران تعبيه كرد كه پيشينه تاريخي چنين جايگاهي از آن بيگانه نيست و كاركرد هاي قانوني اش به خوبي ظرفيت آن را دارد.

The origin and evolution of the organization called ‘police’, during Iran’s history, direct attentions to the serious responsibility of this multi-dimensional multi-functional force. Police was initially founded to manage urban and rural areas and to guard ports. Throughout the history, it took on various religious, political, military, and paramilitary aspects. Nowadays police bears a wide variety of responsibilities, the extent of which is indefinite. In Islamic societies, there had been figures assigned as ‘Mohtassib’ and ‘Shorteh’. Their responsibilities were similar to the responsibilities of police in other countries. In pre-Islamic Iran, police was a disciplined influential force adopting different names throughout history. The formation of the first modern police, the establishment of ‘Jandarmeri-e Khazaneh’ (collecting tax and duty under the supervision of treasurer) coincided with the formation of the Government Gendarmerie. Police’s responsibilities, in a general classification, can be summarized as the formation, protection, and promotion of order, security, and welfare. All of these are materialized in the event that objective contexts are prepared and illegal activities are countered, after due consideration. Furthermore, police is the general bailiff of the judiciary system. It is authorized to act against all crimes. Its duties and authority are not limited to certain crimes. It is, in fact, an heir to the Islamic system of ‘Hasbeh.’ This paper does not intend to show that police’s responsibilities in the Islamic Republic of Iran are beyond the norms. However, new responsibilities must be defined for police regarding the country’s economy, its planned smart management during the increasing foreign pressures, executive inefficiency and corruption in domestic areas, and the Leader’s emphasis on the implementation of Resistance Economy. The history of police in Iran and its legal functions show its high capacity.
