توسعه و توانمندسازي بازار سرمايه در راستاي تحقق اهداف اقتصاد مقاومتي(با تأكيد بر حمايت و صيانت از حقوق سهامداران خرد)

Development and empowerment of capital market in line with resistance economy (with an emphasis on supporting and protecting the rights of small shareholders)

يكي از شاخص‌هاي مورد بررسي در گزارش انجام كسب و كار بانك جهاني، شاخص حمايت از سرمايه‌گذاران است. با توجه به اينكه همواره يكي از موضوعات مطرح در حاكميت شركتي و يكي از نگراني‌هاي خاص سرمايه‌گذاران خرد، سوء استفاده كنترل‌كنندگان در شركت‌هاي سهامي‌عام مي-باشد، لازم است كه از سهامداران خرد در برابر سوء استفاده مديران و سهامداران كنترل‌كننده حمايت شود.با ابلاغ سياست‌هاي كلي اقتصاد مقاومتي توسط مقام معظم رهبري و تأكيد بر مسائلي همچون مردمي‌سازي اقتصاد، اصلاح و تقويت همه‌جانبه‌ نظام مالي كشور و شفافيت فعاليت‌هاي اقتصادي، توجه بيشتر به حمايت و صيانت از حقوق سهامداران خرد ضروري به نظر مي‌رسد. در اين مقاله پس از بررسي چيستي و چرايي حمايت از حقوق سهامداران خرد، شناخت بيشتر اقتصاد مقاومتي و نقش بازار سرمايه در پياده‌سازي سياست‌هاي اقتصاد مقاومتي و بهبود فضاي كسب و كار، با استفاده از روش نظريه‌پردازي داده‌بنياد، بيانات مقام معظم رهبري پيرامون اقتصاد مقاومتي بررسي و مدل پژوهش در خصوص مقوله "توسعه و توانمندسازي بازار سرمايه در راستاي تحقق اهداف اقتصاد مقاومتي" استخراج مي‌گردد.از آن‌جا كه هر يك از بخش‌هاي مدل به نوعي با حقوق سهامداران خرد ارتباط دارند و يكي از پيامدهاي توسعه بازار سرمايه بر اساس اين مدل نيز حضور مردم و بخش‌هاي خصوص و تعاوني در فضاي اقتصادي كشور است، پيشنهادات و راهكارهايي براي توسعه برخي از مكانيزم‌ها و ابزارهاي حاكميت شركتي به منظور حمايت و صيانت از حقوق سهامداران خرد در راستاي بهبود فضاي كسب و كار، ايجاد اعتماد براي سرمايه‌گذاران و تحقق اهداف اقتصاد مقاومتي ارائه مي‌شود.

One of the examined indices in reporting the World Bank Business is the investor protection index. With regard to the fact that controllers' misuses in the public share companies has always been one of the discussed subjects in corporate governance and one of particular concerns of small investors, هt is necessary to protect the small shareholders against managers and controlling shareholders' misuses. After notifying the general policies of resistance economy by Iran's Supreme Leader and focusing on issues such as democratizing economy, reforming and strengthening the overall financial system, and the transparency of economic activities, it seems necessary to pay more attention to supporting and protecting the rights of small shareholders. This paper examines how and why to protect the rights of small shareholders, greater recognition of the resistance economy and the role of the capital market in the implementation of the resistance economy policies, and improving the business condition. Using grounded theory, the Supreme Leader's remarks on the resistance were researched and the research model on the issue of "development and empowerment of the capital markets in order to fulfill the objectives of the resistance economy" was extracted.Since each segment of the model is somehow associated with the rights of the small shareholders and one of the consequences of capital market development, according to this model, is the presence of the public, private sectors, and cooperatives in the country's economy, suggestions and strategies are presented for the development of some mechanisms and instruments in corporate governance in order to support and protect the rights of small shareholders to improve the business condition, to create confidence for investors and to reach the objectives of the resistance economy.
