USA Neo-Mercantilism Policies, I.R.I Stands and the role of Qatar towards regional crises in Persian Gulf

مقاله پيشروبه نئومركانتيليسم آمريكا، مواضع جمهوري اسلامي ايران و نقش قطر در بحران‌هاي منطقه اي در خليج فارس باتمركز بر بحران‌هاي منطقه اي بهويژه بحران ديپلماتيك 2017 مي‌پردازد. اين مقاله براين فرضيه استوار است كه سياستهاي نئومركانتيليسم ايالات متحده عامل اصلي ايجاد بحران‌ها در اين منطقه ميباشد و قطر به عنوان شريك منطقه اي آمريكا اين بحرانها را دامن ميزند؛. بدون توجه بهاين كه كاهش امنيت ملي و منطقه اي از تبعات تعقيب چنين سياستي ميباشد. اين كشور در خلال بحران مذكور دريافت كه سياستهاي امنيتي آمريكا، داراي ماهيتي نئومركانتيليستي و فاقد هرگونه وجه امنيتزايي در خليج فارس ميباشد. قطردر ژوئن 2017 با گرفتار آمدن در محاصره همسايگان عرب و بحران ديپلماتيك، تنها توانست تاحدزيادي از پتانسيل ايران براي رفع ممنوعيت پرواز و تأمين نيازهاي اساسي خود بهره ببرد. برايناساس خروج تدريجي قطر از نقاط بحران خيز مانند سوريه و يمن و گرايش بيشتر به ايران، از ثمرات مواضع اصولي و هشدارهاي ايران در قبال سياست نئومركانتيليسم آمريكا در منطقه خليج فارس ميباشد. پس در اين مقاله از يك سو، بحران ديپلماتيك 2017 نقطه عطفي براي سنجش درستي ادعاي آمريكا درمورد ايجاد امنيت در اين منطقه محسوب ميشود و ازسوي ديگر برتلاش هاي ايران به عنوان يك قدرت منطقه اي مبني بر همگرايي كشورهاي همسايه حول محور استقرار امنيت در خليج فارس بدون مداخله قدرتهاي فرامنطقه اي صحه ميگذارد.

The present article will examine USA Neo-Mercantilism Policies, I.R.I Stands and the role of Qatar towards regional crisis in Persian Gulf specially the diplomatic crisis of 2017. This article is based on the hypothesis that the USA neo-mercantilism policies are the main cause for making crises in the region and Qatar as US regional partner has important role in. Qatar does this, regardless of whether this policy leads to a decrease in national and regional security. During the crisis, it found that US security policies were of a neo-mercantilist nature and lacked any form of security making in the Persian Gulf. In June 2017, Qatar was only able to partially exploit Iran's potential to lift its flight ban and meet its basic needs, besieged by its Arab neighbors and by the diplomatic crisis. Based on Qatar's gradual withdrawal from crisis zones such as Syria and Yemen, and its tendency toward Iran, it is the result of Iran's principled stances and warnings of US neo-mercantilism in the Persian Gulf. So in this article, on the one hand, the 2017 diplomatic crisis is a turning point in assessing the validity of America's claim to security in the region. and on the other hand, Iran's efforts as a regional power endorse the convergence of neighboring countries around the establishment of security in the Persian Gulf without the intervention of trans-regional powers.
