توسعه در بزنگاه جهاني‌شدن

ِDevelopment at the Juncture of Globalization

توسعه، از هنگام شتاب گرفتن فرايند جهاني‌شدن، با مسائل متنابعي، مواجه گشته است. درحالي‌كه برخي شرايط پيش‌آمده را به‌منزله تحديد حكمراني قلمداد كرده‌اند؛ ديگران آن را به‌مثابه فرصتي در نظر گرفته‌اند كه ملت‌ها را به توسعه اقتصاد خويش برانگيخته است؛ اما آنچه توسعه را به يك مسئله بدل ساخته است، گريزناپذيري كشورها از عطف توجه به متن كنش جهاني شده‌اي است كه خوانش توسعه را در آن با دشواري‌هايي روبرو ساخته است. در اين ميان دست‌وپنجه نرم كردن با اين پديده براي كشورهاي درحال‌توسعه كه به «دير آمدگان» موسوم‌اند، به سبب فقدان ساختارهاي بنيادي و نهادهاي منعطف، بسيار حياتي‌تر بوده است. ضمن عطف توجه به اين واقعيت كه پاسخ به جهاني‌شدن براي اين دست از كشورها، وراي يك واكنش ساده بوده و به‌واسطه عوامل متعددي، به‌تدريج، شكل‌گرفته؛ برنهادهاي كارآمدي تأكيد شده كه مهياگر ابزارهايي مناسب، براي هدايت منابع بالقوه ايشان به‌سوي توسعه‌اي پايدار محسوب مي‌شده است. اين مقاله در پي آن بوده است تا با استفاده از رهيافت نهادگرايي و روش تطبيقي، دريابد كه ملت‌ها چگونه پاسخ‌هاي خود را به جهاني‌شدن به‌منظور هموار ساختن مسير خود به‌سوي توسعه، به نحو نهادين شكل مي‌دهند و چگونه اين امر مابين كشورها در امر تبديل جهاني‌شدن به فرصت يا تهديد، تفاوت ايجاد كرده است.

At globalization era, development has been faced to a complicated situation. While some scholars interpret globalization as a restriction to government and destruction of national choherency; others consider that as an opportunity to be highly motivated in order to develop the economics. Today what is a problematic is the globalized text of development, something that creates a new perspective on development and so it is required to find a new approach about it. Meanwhile, coping with this challenging phenomenon is much more crucial for developing countries which called ''late comers'', because of their lack of fundamental structures and flexible institutions. Regarding to this fact the answer to globalization for late comers is more than a simple reaction and it is about many factors which are shaping it gradually. So as a particular view there is an emphasis on effective institutions which provide them confident measures to direct their potential sources toward stable and comprehensive development. Based on this vision, the article is determined to use institutional approach and comparative method to find out how nations shape their answer to globalization institutionally which can direct their sources toward development; and how their institutionally answer differs among countries in the way which they turn globalization out to be an opportunity or a threat.
