بررسي عوامل موثر بر درآمد شهرداري‌ها و ارائه راهبردهاي مناسب به‌منظور ايجاد درآمد پايدار

Investigating the Main Factors Influencing Municipalities Income and Presenting Appropriate Strategies to Make it Sustainable

مقدمه: ايجاد ساختاري نظام‌يافته و منسجم در حوزه درآمد منجر به تعيين درآمدي پايدار براي شهرداري‌ها مي‌شود. اهداف: به‌منظور دستيابي به ساختار مطلوب تأمين منابع درآمدي شهرداري‌ها، بررسي ساختار درآمدي شهرداري‌هاي كلان‌شهرها مي‌تواند به‌عنوان راهنما و الگوي مناسبي براي اصلاح و تدوين ساختار بهينه درآمدي مورد استفاده قرار گيرد. در اين بين نكته مهمي كه بايد به آن پرداخت تناسب وظايف شهرداري و منابع درآمدي آن است. اساساً خدمات و وظايف شهرداري‌ها به علت ويژگي‌ها و خصوصيات خاصي كه دارند نمي‌توانند به‌صورت مستقيم از طرف بخش خصوصي ارائه شوند. براين اساس چگونگي و تركيب تأمين منابع درآمدي شهرداري‌ها به‌منظور ارائه بهينه خدمات مزبور امري ضروري به نظر مي‌رسد. مواد و روش ها: در اين پژوهش ابتدا تصويري كلان از مسأله منابع درآمد و مخارج شهرداري‌ها ارائه مي‌گردد. سپس به‌صورت موردي با توجه به ويژگي‌هاي خاص شهر كرج، چارچوبي مطلوب از نظام درآمدي پايدار شهرداري كرج پيشنهاد مي‌گردد كه با اهداف توسعه پايدار نيز قرابت لازم را داشته باشد. در اين تحقيق به‌منظور دستيابي به منابع درآمدي پايدار از پرسشنامه استفاده شده‌است. ميزان اهميت گويه‌ها به‌صورت منطق فازي بيان گرديده ‌است. بعد از غيرفازي نمودن اهميت هر يك از منابع درآمدي، درآمدها به دو دسته پايدار و ناپايدار تقسيم شده‌اند. نتيجه گيري: روش فازي نشان مي‌دهد كه منابع درآمدي عوارض گاز، تلفن، برق و آب‌بهاي مشتركين؛ ماليات بر ارزش‌افزوده؛ عوارض بر توليد يا فروش محصولات توليدي؛ سهم شهرداري از عوارض وصولي متمركز؛ عوارض گذرنامه؛ عوارض جرائم رانندگي؛ عوارض ثبت‌نام آزمايش رانندگي؛ عوارض بر قراردادها نسبت به منابع درآمدي ديگر پايدارتر هستند

Introduction and Background Establishing a systematic and authoritative structure will make a sustaina-ble income for municipalities. Aims In order to optimize the sources of revenue structure for municipali-ties, the study of the income structure of metropolitan municipalities can be used as a guide and a good pattern for reforming and compiling an optimal income structure. The important point is the proportionality of the munici-pality’s duty and revenue. Basically, the services of the municipalities are due to specific features cannot be directly provided by the private sector. Based on this, the combination of municipality’s income seems necessary. Methodology In this research, a large picture of the sources of income and expenses of municipalities is first presented, and then, in the specific view of the characteristics of the city of Karaj, a favorable framework is proposed for the sustainable income system of Karaj Municipality, which is consistent with the goals of sustainable development. In this research, a questionnaire has been used in order to achieve sustainable earnings resources, based on fuzzy logic. Then, the income is divided into two categories: sustainable and unsustainable. Conclusion The fuzzy results show that the sources of income of gas, tele-phone, electricity, and customer charges; taxes on value added; taxes on the production or sale of manufactured goods; the contribution of the mu-nicipality to the collection of provisions; the passport duties; the conse-quences of driving offenses; the complications of the management of the test drive are more sustainable than other sources of income.
