شناسايي عوامل موثر بر الگوي حكمراني تربيتي مناسب در نظام آموزشي با استفاده از نظريه سه شاخگي

Identification of effective factors on good educational governance in educational system using three-branch theory

مقدمه پژوهش حاضر با هدف شناسايي و رتبه بندي عوامل موثر بر حكمراني تربيتي مناسب در نظام آموزشي با استفاده از نظريه سه شاخگي طراحي و اجرا گرديد. روش كار پژوهش حاضر از نوع، توصيفي-تحليلي مي­باشد كه به صورت ميداني انجام گرديد. جامعه آماري اين پژوهش شامل صاحب‌نظران و مديران ستادي آموزش و پرورش كشور ايران بودند. بر اساس انتخاب هدفمند، تعداد 20 نفر به عنوان نمونه تحقيق مشخص گرديدند. ابزار تحقيق پرسشنامه ­اي محقق­ساخته با 44 سوال كه شامل 44 عوامل موثر بر حكمراني تربيتي مناسب در نظام آموزشي بود به منظور شناسايي اين عوامل از مصاحبه ­هاي نيمه ساختارمند استفاده گرديد. در پژوهش حاضر، بـه منظـور طراحـي چـارچوب مفهـومي تحقيق از نظريه سه شاخگي كمك گرفته شد. به منظور رتبه بندي عوامل از روش الكتره استفاده گرديد. كليه روند تجزيه و تحليل داده­ هاي تحقيق با استفاده از نرم افزار الكتره اسلور انجام گرديد. نتايج با توجه به يافته­ هاي روش الكتره مشخص گرديده كه ارتقا نقش بخش خصوصي به‌عنوان عامل توليد در تقويت رشد با چيرگي 43، تقويت مشاركت مردمي به منظور تاثيرگذاري بر سياست گذاري با چيرگي 41 و فعال ساختن جامعه مدني (از طريق اطلاعات، مشاوره و مشاركت) با چيرگي 37 عامل­هاي مهم اول تا سوم مشخص گرديدند. نتيجه گيري همچنين نتايج اين آزمون نشان داد كه افزايش سطح رضايت افراد استفاده كننده از خدمات آموزشي، ارتقاي مديريت دانش و منابع و مديريت انتظارات اوليا در نظام آموزشي با چيرگي صفر كم اهميت ­ترين عوامل موثر بر حكمراني تربيتي مناسب در نظام آموزشي مشخص گرديدند.

Introduction: The present study was designed and implemented with the aim of identifying and ranking the effective factors on good educational governance in the educational system using the three-branch theory. Materials & Methods: The present study is a descriptive analytical study that was conducted field experiment. The statistical population of this study consisted of experts and educators of Iran's education system. Based on targeted selection, 20 people were identified as the sample of the study. The research instrument was a researcher-made questionnaire with 44 questions that included 44 effective factors on good educational governance in the educational system. In order to identify these factors, semi-structured interviews were used. In the present study, in order to design the conceptual framework of the research, three-branch theory was used. Electricity method was used to rank the factors. All data analysis process was performed using the Sulur Electric Software. Results: With regard to the results of the method of electricity, it has been determined that the promotion of the role of the private sector as a factor in generating growth with overarching 43, strengthening popular participation in order to influence policy making with overlay 41 and activating civil society (through information, consultation and participation) Over 37 important factors from the first to third were identified. Conclusion: The results of this test showed that increasing the level of satisfaction of people using educational services, improving knowledge management and resources and managing the expectations of parents in educational system with zero overlay were the least important factors affecting good educational governance in educational system.
