Developing a Model for Measuring the Maturity of IT Governance with Emphasis on Strategic Alignment and Operational Coordination

اين تحقيق باهدف » ارايه الگويي براي سنجش ميزان بلوغ حاكميت فناوري اطلاعات با تاكيد بر همسويي راهرد و هماهنگي عملياتي » صورت گرفته است. نوآوري الگو در افزودن متغر «هماهنگي عملياتي » كس بوكار و فناوري اطلاعات، عاوه بر همسويي راهرد در راستاي تحقق بلوغ حاكميت فناوري اطلاعات است كه نقش مدت زمان لازم براي اجرايي شدن راهبردها در آن نهفته است. براي سنجش ميزان همسويي راهبرد از الگو همسويي لوفتمن و براي ارزيابي ميزان هماهنگي عملياتي از روش شناسي مديريت فرايندهاي كس بوكار، استفاده شده است. اين تحقيق بنيادي و نحوه گردآوري داده ها توصيفي-پيمايشي با رويكرد ارايه الگو است. ابزار گردآوري اطلاعات منابع كتابخانه اي، مصاحبه و پرسشنامه محقق ساخته است كه روايي محتوايي آن توسط خبرگان و روايي همگرا و واگراي آن با استفاده از تحليل عاملي تاييدي و تحليل مسر توسط الگوسازي معادلات ساختاري با حداقل مربعات جزيي SmartPLS ، صورت گرفته و فرضيه هاي تحقيق مورد بررسي و آزمون قرار گرفتند. پايايي تركيبي و آلفاي كرونباخ تمامي متغيرها نيز بزر گتر از 0.7 به دست آمد. نتايج نشان داد كه تاثير هر دو متغير همسويي راهبرد و هماهنگي عملياتي بر بلوغ حاكميت فناوري اطلاعات مثبت و معنادار است. براي شاخص GOF مقدار 0.443 به دست آمد كه مطلوبيت برازش الگو يعني فرضيه اصلي تحقيق را تاييد مي كند.

The present study aims to “develop a model for measuring the maturity of IT governance with emphasis on strategic alignment and operational coordination.” The innovation of this model is adding “operational coordination” of business and information technology, in addition to strategic alignment in order to meet the maturity of IT governance, under which the time it takes for strategies to be implemented is lied. Loftman’s Strategic Alignment Maturity Model has been used to measure strategic alignment and business process management methodology has been used to evaluate operational coordination. This is a fundamental research uses descriptive-survey data collection method with the model presentation approach. The data have been collected from library resources, interviews, and researcher-made questionnaire whose content validity is verified by experts and its convergent and divergent validity have been verified using confirmatory factor analysis and path analysis by SmartPLS partial least squares structural equation modeling. The research hypotheses were also tested. Combined reliability and Cronbach’s alpha for all variables were greater than 0.7. The results showed that the effects of both strategic alignment and operational coordination on the maturity of IT governance were positive and significant. The GOF index was 0.443, which confirms the goodness of fit of the model, i.e. the main research hypothesis.
