چكيده فارسي :
زمينه و هدف: مديريت جهادي يك فرهنگ و ايدئولوژي مبتني بر آموزه‌هاي ديني است. مهم‌ترين انگيزه در راستاي زندگي سالم و بازدارنده از جرائم در سطوح جامعه، عوامل دروني است. بلوغ مديريت جهادي درون فردي سبب مي‌شود نيروي دروني در راستاي زندگي سالم فراهم شود. با توجه به اهميت پيشگيري از جرم در سلامت جامعه، در پژوهش حاضر به ارائه چارچوب سيستم‌هاي نرم در راستاي پيشگيري از جرم با رويكرد مديريت جهادي پرداخته است.
روش‌شناسي: پژوهش حاضر از حيث هدف، در زمره‌ي پژوهش‌هاي كاربردي و با رويكرد توصيفي – تحليلي است. در اين راستا به بهره‌گيري از نظرات خبرگان به اجراي گام‌هاي 7 گانه سيستم‌هاي نرم پرداخته است. در رويكرد متدولوژي سيستم‌هاي نرم به خود مسئله نپرداخته بلكه به عوامل تشكيل‌دهنده‌ي مسئله مي‌پردازد. در اين پژوهش با تعيين تعاريف ريشه‌اي، تدوين مدل مفهومي، مقايسه دنياي واقعي با دنياي مفهومي، و تعيين راهكارها به تدوين مديريت جهادي با رويكرد متدولوژي سيستم‌هاي نرم براي مقابله با مسائل موجود پرداخته است.
يافته‌ها: الگوريتم 7 گانه متدولوژي سيستم‌هاي نرم براي بهره‌گيري از مديريت جهادي در راستاي پيشگيري از جرم حاكي از آن است كه مديريت پيشگيري از جرم در جامعه با تعامل مردم، پليس و سازمان‌هاي متولي با تأكيد بر نهادينه كردن فرهنگ آموزش در ميان اقشار مختلف، از بين بردن فرصت‌هاي ارتكاب جرم و بالابردن هزينه جرم در محيط فرهنگي، اجتماعي، اقتصادي و قضايي از طريق ايفاي نقش نيروي انتظامي و سازمان‌هاي مكلف در قانون و غلبه بر محدوديت‌ها امكان‌پذير است.
نتيجه‌گيري: بهره‌گيري از متدلوژي سيستم‌هاي نرم سبب ارائه چارچوبي جامع در راستاي مديريت پيشگيري از جرم بارويكرد جهادي در نيروي انتظامي گرديد به طوريكه مفهوم جهان بيني، مشتريان، فرايندها، مالكان و محدوديت‌هاي مشخص گرديده شد.

Jihadi management is a culture and ideology based on religious teachings. The most important motivation for healthy life and deterrent crime at the community level is the internal factors. The maturity of intra-individual jihadi management provides the inner strength to live a healthy life. Due to the importance of crime prevention in community health, the present study has presented a framework of soft systems for crime prevention with jihadi approach.
Methodology: The present study is one of the descriptive-analytical researches. In this regard, using the experts' opinions, we have implemented 7 steps of soft systems. In the approach of soft systems methodology, one does not deal with the problem itself but with the constituent factors. This research, by defining the root definitions, developing a conceptual model, comparing the real world with the conceptual world, and identifying solutions is to formulate jihadi management with a soft systems methodology approach to deal with existing problems.
Findings: The 7-step algorithm methodology of soft systems for utilizing jihadi crime prevention management suggests that crime prevention management in society interacts with people, police, and trustee organizations, with the emphasis on institutionalizing the culture of education among different strata, eliminating opportunities for committing a crime and raising the cost of crime in the cultural, social, economic and judicial environment is possible through the role of law enforcement and law enforcement agencies and overcoming restrictions.
Results: Utilizing the methodology of soft systems provided a comprehensive framework for crime prevention with jihadi approach in the law enforcement, so that concepts, worldviews, customers, processes, owners and constraints were identified.
