مديريت يكپارچۀ منابع آب با تأكيد بر جنبه‌هاي اقتصادي - زيست‌محيطي در سد كهير

Integrated Water Resources Management with Emphasis on the Economic-Environmental Aspects of the Kahir Dam

مديريت يكپارچۀ منابع آب كشور، تأثير بسيار زيادي در فرايند توسعۀ پايدار كشور ايران در زمينه هايي مانند رشد اقتصادي، امنيت غذايي، توسعۀ پايدار منابع آب و حفظ محيط زيست بشر دارد. از طرفي، بسياري از تهديدهاي زيست محيطي، تخريب منابع آب و آلودگيهاي آن، نتيجۀ فعاليتهاي غير منطبق با محيط زيست است. بنابراين، در مطالعۀ حاضر از تكنيك تحليل سلسله‌مراتبي فازي براي تعيين اولويت منابع آب سد كهير با رويكردهاي مديريتيِ اقتصادي و زيست محيطي در سال آبي 1394ـ 1395 استفاده شده است. طبق نتايج، براساس رويكرد اقتصادي، بخش كشاورزي با بيشترين وزن، در اولويت نخست قرار گرفت. وزن بخش كشاورزي 72/0 به دست آمد. در رويكرد زيست محيطي، بخش محيط زيست به عنوان گزينۀ برتر با وزن 65/0 و بخش كشاورزي و شرب به‌ترتيب با وزن 19/0 و 16/0 در اولويت دوم و سوم قرار گرفتند. از اين‌رو، پيشنهاد مي‌شود با توجه به وضعيت معيشتي منطقۀ مطالعه‌شده و در اولويت قرارگرفتن بخش كشاورزي در رويكرد مديريتي (به‌خصوص اقتصادي)، مسئولان مربوط به آن ‌توجه زيادي به اين بخش داشته باشند.

Integrated management of water resources of the country is a very important violation of Iran's sustainable development process in areas such as economic growth, food security, sustainable development of water resources and the preservation of human environments. On the other hand, many of the environmental threats, destruction of water resources and pollution are the result of activities that are not in accordance with the environment.Therefore, in this study, the fuzzy hierarchy process analysis technique was used to determine the priority of the water resources of the dam in the hill with the economic and environmental management approaches in the year 2015-2016. According to the results, based on the economic approach, the agricultural sector with the highest weight was ranked first. The weight of agricultural sector was 0.72. In the environmental approach, the environmental sector was considered as a superior option with a weight of 0.65 and the agricultural and drinking sector respectively with a weight of 0.19 and 0.16 in the second and third priority respectively. Therefore, it is suggested that, given the livelihood situation in the study area and the priority of the agricultural sector in the managerial (especially economic) approach, officials and state officials in the water sector should pay particular attention to this area.
