Identifying and Prioritizing Strategies for Improving Financing Systems of Iran's Oil and Gas Industry

صنعت نفت و گاز همواره از گردش منابع مالي عظيمي برخوردار است و عمده پروژه ­ها به ويژه در بخش بالادستي بسيار هزينه ­بر هستند؛ ازاين‌رو تأمين مالي از مهم‌ترين الزامات اجراي پروژه ­ها در اين صنعت است. در اين پژوهش با استفاده از روش­ توصيفي- پيمايشي بر مبناي نظرات كارشناسان و خبرگان اين حوزه، استراتژي­هاي بهبود نظام تأمين مالي در صنعت نفت و گاز، مشخص و اولويت‌بندي مي­گردند. نتايج حاصل از تحقيق نشان داده است كه استراتژي­هاي بهبود نظام تأمين مالي در صنعت نفت و گاز كشور را مي­توان به سه محور بهبود زيرساخت هاي حاكميتي و قانوني، عوامل ساختاري و شفافيت اطلاعاتي حوزه تأمين مالي صنعت نفت و گاز تفكيك نمود. به بيان ديگر با اقدام مناسب در جهت اين سه محور، مي­توان وضعيت نظام تأمين مالي در صنعت نفت و گاز كشور را بهبود بخشيد. بر اساس نتايج حاصل از روشهاي تصميم گيري چندمعياره AHP، بهبود زيرساخت­ هاي حاكميتي و قانوني حوزه تأمين مالي صنعت نفت و گاز، بيشترين اولويت را در جهت بهبود نظام تأمين مالي اين صنعت دارد و سپس به ترتيب، محورهاي بهبود عوامل ساختاري و شفافيت اطلاعاتي حوزه تأمين مالي صنعت نفت و گاز مطرح مي­شوند.

The oil and gas industry has huge financial turnover and major projects, especially in the upstream areas, require substantial financing. Hence, securing financing is one of the most important requirements for successful implementation of projects in this industry. In this research, we adopt a descriptive approach and rely on the opinion of experts, to identify and prioritize strategies for improving the financing system in the oil and gas industry. The results of the research show that the success of strategies for improving the financing system in the country's oil and gas industry depends on the three factors of regulatory infrastructure, structural factors and information transparency. In other words, by taking appropriate actions on these three factors, we can improve the financing system in the country's oil and gas industry. Based on our results, improving the regulatory infrastructure has the highest priority, followed by improving structural factors and information transparency.
