علل و ويژگي هاي مهاجرت اتباع افغانستان به ايران و تاثير آن بر امنيت ملي جمهوري اسلامي ايران بعد از انقلاب اسلامي

Causes and Characteristics of the Immigration of Afghan Citizens to Iran and Its Impact on the National Security of the Islamic Republic of Iran After the Islamic Revolution

حوادث و رخ دادهاي داخلي و خارجي تاثيرگذار بر اوضاع افغانستان، به ويژه در طي چهاردهه اخير، باعث آوارگي ميليون ها افغانستاني به كشورهاي ديگر از جمله ايران شده است. عدم بهبود قابل ملاحظه وضعيت امنيتي، سياسي و اقتصادي افغانستان باعث شده با گذشت سال ها هنوز حدود يك ميليون پناهنده و نزديك به دو ميليون اتباع غيرپناهنده افغانستاني (غيرمجاز) در ايران ساكن باشند. اما اينكه چه عواملي باعث آوارگي اتباع افغانستان شده، ويژگي هاي آن چه بوده، اين وضعيت به درازا كشيده شده چه تاثيراتي بر امنيت ملي ايران داشته، سيوالاتي ست كه در اين مقاله بدان پرداخته شده است. در اين تحقيق با روش توصيفي- تحليلي اقدام به گردآوري اطلاعات و تشريح مفاهيم، اصول و راهبردها در خصوص موارد فوق شده است. نتايج حاصل از اين تحقيق نشان مي دهد كه هنوز ايران سياستي نظام مند براي مواجه با پديده مهاجرت نداشته و قوانين موجود و تشكيلات اداري فعلي آنچنان كه بايد پاسخگوي اين مسايل نيست و درنتيجه بر تعداد غيرپناهندگان افغانستاني در كشور افزوده شده و عدم امكان رصدشان مخاطراتي را براي امنيت ملي كشور به دنبال داشته است.

National and international incidents affecting the situation in Afghanistan, especially during the past four decades, have displaced millions of Afghans to other countries, including Iran. During this period, the lack of significant improvement in Afghanistan's security, political and economic situation has caused displacement of over one million Afghan refugees and over one and a half million non-refugee Afghans (including unauthorized /undocumented ones) to Iran. Causes and characteristics of Afghan nationals’ immigration to Iran, the impact of this incident on Iran's national security, are questions that have been dealt within this article. In this research, the descriptive-analytical method has been used. By using existing documents, it has been tried to collect information and described the concepts, principles, strategies and structure in the above mentioned field. The results of this research show that current laws and administrative arrangements as it was expected, could not address the issues of the large number of Afghan nationals in the country. Also, the multiplicity of power centres, variety of decision maker bodies on foreign nationals, has caused various challenges in the field of national security.
