The Positionand Roles of Statein the Third Development Plan of the I.R.I from the Perspective of New Institutionalism

جايگاه و نقش دولت در اقتصاد و نوع اين حضور، مسئله ي مهم محققان توسعه بوده است. در ايران نيز اين موضوع مناقشه ي زيادي بين طرفداران تصدي‌گري دولت و ايفاي وظايف حاكميتي ايجاد كرده است. سوال مهم مقاله ي حاضر، بررسي ويژگي‌هاي دولت و نقش‌هاي آن در اجراي برنامه ي سوم توسعه از منظر نهادگرايي است. «دولت خودگردان» و «دولت خودگردان متكي بر جامعه» مهم‌ترين شاخص‌هاي دولت توسعه‌گرا از ديدگاه ايوانز هستند. نقش‌هاي تولي‌گري، تصدي‌گري، قابلگي و پرورش گري دولت نيز قانون‌مندي‌هاي ايوانز براي تعريف دخالت دولت در توسعه ي صنعتي است. فرضيه ي تحقيق آن است كه دولت در برنامه ي سوم توسعه، در شاخص‌هايي مانند «ديوان سالاري كارآمد، استقلال نسبي دولت و خوداتكايي متكي به جامعه»، افق‌هايي براي حل مشكلات ساختاري دولت‌ ترسيم كرد، هرچند در حل آن‌ها با چالش‌هايي مواجه بود. هم چنين در اين برنامه، بر گسترش برخي از صنايع تاكيد شد كه ايوانز آن ها را مادر صنايع لقب داده است و قدرت «سرريز» و حركت دهنده به ساير صنايع را دارند. روش اين مقاله، تبييني و از نوع مطالعات كتابخانه‌اي و اسنادي است. هدف تاكيد بر اهميت جايگاه دولت در مسير توسعه ي ايران و شناسايي نقش‌هاي دولت، بر مبناي ديدگاه ايوانز است تا قوت و ضعف يكي از برنامه‌هاي توسعه از منظر اقتصاد سياسي مشخص شود.

The position and roles of states in the economy and their type of presence has been an important issue for development scholars. The question of the present research is exploring the features of the state in the implementation of the Third Development Plan from the perspective of institutionalism. According to Peter Evans, self-reliance of state )meritocratic bureaucracy(, and community-based self-reliance are the key indicators of the developmental states. The Custodian, Demiurge, Midwifery and Husbandry roles are Evans’ rules for defining the state intervention in industrial development. The main hypothesis is that the state in the Third Development Plan drew some horizons in indicators such as “Efficient Bureaucracy, Relative Autonomy and Community-based Self-reliance” for solving its structural problems, but in this effort faced with some challenges. The Plan also emphasized the expansion of some industries, which Evans described as the mother of industries that have the “overflow” power toward other industries. The method of this article is documentary research. Our goal is to emphasize on the importance of the state's position in the development of Iran and the identification of the state roles in order to determine the strength and weakness of one of the development plans from the perspective of political economy.
