الگوي حكمراني خوب و توسعه ي اقتصادي در ايران و تركيه (2006 تا 2017)

در عصر جديد و با تحولات فكري و فني، راهبري امور اقتصادي نيز مورد تغيير و تحول قرار گرفته است و بر نقش همزمان دولت و جامعه در توسعه‌ ي اقتصادي تاكيد مي ‌شود. بدين سان، از سوي نهادهاي بين ‌المللي الگوي حكمراني خوب مطرح مي‌شود كه ساختار، شاخص ‌ها و ترتيبات نهادي و اجتماعي اين الگو بر توسعه‌ ي اقتصادي تاثيرگذار است. در سال‌هاي 2006-2017 كه مصادف با دوره ‌ي حزب عدالت و توسعه در تركيه و رياست‌جمهوري احمدي‌نژاد و روحاني در ايران است، طبق آمارهاي نهادهاي بين‌المللي، شاخص‌هاي اقتصادي در دو كشور تفاوت دارند. با توجه به اين پيش ‌زمينه به ‌نظر مي ‌رسد مقوله‌ ي حكمراني در دو كشور بر اين موضوع تاثيرگذار است. بنابراين، سوال اصلي اين مقاله اين است كه نقش الگوي حكمراني خوب در توسعه‌ ي اقتصادي ايران و تركيه در دوره‌ ي مورد اشاره چگونه است؟ يافته ‌هاي اين پژوهش نشان مي‌دهد كه وضعيت شاخص‌هاي حكمراني خوب موجب بهبود و يا سقوط شاخصه‌اي اقتصادي در دو كشور و همچنين در قياس با يكديگر در دوره اي معين مي ‌شود. بنابراين، اين مقاله با روشي تحليلي–توصيفي و رويكردي مقايسه‌اي و با تكيه بر آمارهاي مراجع بين‌المللي، به نقش حكمراني خوب در توسعه ‌ي اقتصادي ايران و تركيه مي‌پردازد.

In the modern era of intellectual and technological change, the direction of economic affairs has also changed and the simultaneous role of government and society in economic development is emphasized. Thus, international institutions have put forward a good governance model whose structure, indicators, and institutional and social determinants of this model influence economic development. In the years 2017-2016, Akp Party in turky coincides with the Ahmadinejad and Rouhani presidency in Iran. According to statistics from international institutions, economic indicators in the two countries differ. Against this background, it seems that the issue of governance in the two countries is influential on this issue. Therefore, the main question of this paper is what is the role of good governance model in economic development of Iran and Turkey in the period under review? The findings of this study show that the status of good governance indices improves or collapses the economic indices in both countries as well as relative to each other in a given period. Therefore, this paper deals with the role of good governance in the process of economic development of Iran and Turkey with an analytical-descriptive and comparative approach and statistics of international authorities.
