چكيده فارسي :
توسعه روزافزون فناوري اطلاعات و ارتباطات، موجب تحولات چشمگيري در زندگي بشر شده و پيوند فضاي فيزيكي و فضاي مجازي، "جهان دو فضايي" را خلق كرده است. روابط خارجي كشورها نيز به تبع آن متاثر شده و "ديپلماسي مجازي" به مفهوم اعمال سياست خارجي در فضاي مجازي، در دستور كار قرارگرفته است. كنشگري فعال به منظور تامين منافع ملي در اين عرصه جديد، نيازمند شناخت ماهيت، كاركرد، فرصت ها، تهديدها و قواعد حاكم بر فضاي مجازي و كسب آمادگي لازم است. اين مقاله درصدد تبيين فرصت ها و تهديدهاي ديپلماسي مجازي ايران مي باشد و از نظر هدف، كاربردي بوده و روش پژوهش آن آميخته است. يافته هاي تحقيق نشان مي دهد كه عمده فرصت ها شامل تسهيل تعامل با طيف وسيع مخاطبين، تسريع در انجام امور ديپلماتيك، تسهيل و تسريع در ارائه خدمات كنسولي و ارتباط با ايرانيان خارج از كشور، افزايش قدرت نرم، كاهش هزينه ها، تسهيل رصد و گزارش دهي تحولات بين المللي، مقابله با ايران هراسي و شيعه هراسي، طرح ايده ها و آرمان ها در گستره اي جهاني و نقش آفريني در شكل دهي به هنجارها و نهادهاي ذيربط بين المللي است. متناظر با فرصت ها، عمده چالش ها و تهديدهاي ديپلماسي عصر دو فضايي مشتمل بر اقدامات مخرب گروه هاي افراطي، تروريست و مجرمان بين المللي؛ كاهش هزينه هاي رقبا؛ تهديد زيرساخت ها، تاسيسات و اطلاعات حياتي كشور؛ هجمه به مشروعيت و كارآمدي نظام؛ تفوق نظام سلطه بر مديريت زيرساخت، فناوري و محتواي فضاي مجازي در سطح بين المللي است.
چكيده لاتين :
The ever-expanding developments of information and communication technologies have led to significant changes in human life, and the interactions between physical and cyber spaces has created a "two-space world". As a result, international relations has also been affected from this trend and "virtual diplomacy" has come to the fore in the sense of practicing foreign policy in cyberspace. Ensuring National Interests requires understanding the nature, function, opportunities, threats, and rules and norms governing cyberspace and at the same time preparing to respond to its challenges.This article seeks to explain the opportunities and threats of Iran's virtual diplomacy. Research findings indicate that major opportunities as facilitating to engage a broad range of audiences, expediting diplomatic affairs, facilitating consular services and contacts with Iranian diaspora, increasing soft power, reducing costs, facilitating monitoring and reporting of international developments, confronting Iranophobia and Shi'a phobia, worldwide disemination of ideas and aspirations, and participation in making relevant international norms and institutions.And the major challenges and threats of it could be listed as destructive Acts of extremist, terrorist and International Criminal Groups, reducing competitors’ costs, threats to critical infrastructures, domination of hegemon powers on infrastructure, technology and content of cyberspace and also questioning the legitimacy and efficiency of political system.
