An Explanation of the Elements and Components of the Lebanese Hezbollah Smart Power

هدف: بررسي تغييرات قدرت در حوزه روابط بين الملل بسيار حايز اهميت است. به جز بازيگران ملي، برخي از بازيگران فروملي براي دست يابي به نوع جديدي از روابط مبتني بر قدرت عملكرد خوبي را از خود نشان داده‌اند. حزب‌الله لبنان پس از سي سال تلاش براي شناخته شدن به عنوان يك بازيگر فروملي در سطح منطقه، اكنون در حال اجراي راهبردها و تاكتيك‌هاي مبتني بر قدرت هوشمند است. قدرت هوشمند نوعي از قدرت است كه در آن منابع قدرت سخت و نرم در تركيبي مدبرانه و بهينه به قدرت هوشمند تبديل مي شود. روش: اين پژوهش سعي مي كند به روش توصيفي- تحليلي به اين سئوال پاسخ دهد كه منابع و ابزارهاي قدرت هوشمند حزب‌الله كدامند و حزب‌الله چگونه توانسته است به يك قدرت هوشمند در منطقه خاورميانه تبديل شود؟ يافته ها: نوع كنشگري حزب‌الله لبنان در سه دهه گذشته با در آميختن شاخصه‌هاي قدرت سخت با ارزش هاي نرم افزارانه قدرت نرم همراه بوده كه در نتيجه آن، حزب‌الله به سطحي از قدرت هوشمند در طراز بازيگران فرو ملي دست پيدا كرده است. نتيجه گيري: نتايج پژوهش نشان مي دهند كه قدرت هوشمند حزب‌الله ناشي از درك و شناخت الزامات كنشگري سياسي، بهبود روش ها و عملكردها، تعادل بخشي در اقدامات و رفتارها و تنوع بخشي در استفاده از ابزارهاي سياسي مي باشد. همچنين بهره‌گيري از مذاكره، ائتلاف، توازن و بازدارندگي نظامي، اقبال به روش هاي دموكراتيك و توجه به قدرت رسانه و عمليات رواني از عناصر اصلي دست يابي حزب‌الله به قدرت هوشمند مي باشند.

Objective: Investigating the changes of power in the field of international relations is very important. Except for national actors, some foremost actors have shown good performance in achieving a new kind of power-based relationship. Hezbollah is now implementing smart power-based strategies and tactics after thirty years of trying to be recognized as a front-runner at the regional level. Smart power is a type of power in which hard and soft power sources are converted into smart power in a clever and optimal combination. Method: This research attempts to answer the question of what are Hezbollah's intelligent power resources and tools and how has Hezbollah been able to become a smart power in the Middle East? Results: The Hezbollah type of activism in the last three decades has been associated with the combination of hard power indices with soft power software values, which result in Hezbollah achieving a level of intelligent power in the context of low national actors. Conclusion: The results show that Hezbollah's smart power is due to understanding the requirements of political activism, improving methods and practices, balancing actions and behaviors, and diversifying the use of political tools. Negotiation, coalition, balance and military deterrence, democratic methods, and attention to media power and psychological operations are also key elements of Hezbollah's acquisition of smart power.
