نظام خدمات كشوري بخش اصلي و محوري نظام «اداره عمومي» هر كشور است. نظام اداره عمومي، ذيل سنت دولت يا الگوي حكمراني در هر كشور شكل مي گيرد. به دليل تفاوت هاي نهادي- تاريخي، فرهنگي و الگوي حكمراني مخصوص، نظام هاي خدمت كشوري غربي با وجود مشابهت ها، داراي ويژگي هاي متمايزي هستند كه مبناي دسته بندي آنها به دو گروه نظام هاي انگليسي- امريكايي و نظام هاي اروپايي قاره اي شده است. نظام خدمت كشوري در اين كشورها مجموعه اي است از ساختارها، قوانين و مقررات و نيروي انساني كه نسبت آنها با مقامات سياسي، جامعه مدني و شهروندان، ديوان سالاري ويژه اي را شكل مي دهد كه در چارچوب آن، مفهوم و گستره خدمت كشوري و حقوق و تكاليف مستخدمان تعيين و در بستر تحولات داخلي و بين المللي دچار تغيير مي شود. اين مقاله، به شيوه اي تحليلي- توصيفي درپي يافتن مباني و منابع اين سنت و تغيير در نظام هاي خدمت كشوري در كشورهاي غربي است.

Civil service is a main and central institution of public administration. Public administration is a component of more encompassing state traditions or governance styles. For institutional-historical, cultural differences and unique style of governance, western single civil service systems in spite of similarities, have characteristics that separate them into two groups of Anglo- American and continental systems. System of civil service of these countries is a set of institutions, rules and provisions and personnel that in terms of style of relations with political authorities, civil society and citizens makes a unique special bureaucracy that defines concept and extend of civil service and rights and duties of employees and transforms in context of domestic and international developments. This article with an analyticdescriptive methodology is an attempt to find roots and resources of the tradition and change in civil service system of the western countries.
