بررسي عناوين پايان نامه ها و رساله هاي مديريت دولتي و تطبيق آن ها با سياست هاي كلي نظام اداري كشور

Study of Titles of Theses and Treatises of Governmental Management and Its Adaptation To The General Policies of the Administrative System of the Country

نظام اداري ابزار كار و ماشين اجرايي دولت است. نظام اداري، ديدگاه ها و رويكردهاي علمي دولت را در سطح عملياتي محقق كرده و با استفاده از سازوكارهاي فني تلاش مي كند انتظارهاي جامعه و مردم را تامين كند. چنانچه كشوري در نظام اداري خود داراي انسجام و كارآمدي لازم باشد، اين انسجام و كارآمدي به صورت كل نگر بر ساير مسائل پرتو افكنده و آن ها را تحت تاثير خود قرار داده و راه پيشرفت را در همه امور هموار خواهد كرد؛ بنابراين، پژوهش با هدف بررسي عنوان هاي پايان نامه ها و رساله هاي مديريت دولتي و تطبيق آن ها با سياست هاي كلي نظام اداري كشور در 4 دانشگاه: علامه طباطبائي (ره)، تربيت مدرس، تهران و پرديس فارابي قم، صورت پذيرفت؛ پژوهش از نظر هدف كاربردي بوده و از روش تحليل محتواي كيفي با مراجعه به 1400 پايان نامه و رساله در مقاطع ارشد و دكتري در رشته مديريت دولتي انجام شده است. جامعه آماري تحقيق تمام شمار است و هر 1400 اثر كه مربوط به يك بازه زماني 16 ساله (8 سال قبل از ابلاغ سياست ها و 8 سال بعد از ابلاغ سياست ها) هستند، مورد تحليل قرار گرفته اند؛ پس از تحليل محتواي عناوين پايان نامه ها و رساله ها و با توجه به كدگذاري اوليه اي كه بر روي بندهاي 26 گانه سياست هاي نظام اداري به عمل آمد، بند 15 (دولت الكترونيك)، بيشترين فراواني را به خود اختصاص داده و بند 18 (شفاف سازي و آگاهي بخشي به مردم) كمترين فراواني را داراست كه در مجموع پايان نامه هاي دفاع شده، 1136 پايان نامه (81%) منطبق با بندهاي 26 گانه سياست هاي نظام اداري كار شده اند؛ از اين رو انتظار مي رود با توجه به پتانسيلي كه در دانشگاه هاي برتر وجود دارد، در راستاي بهبود نظام اداري، اهتمام بيشتري نسبت به ارائه راهكارهاي عملي از سوي جامعه علمي به دولت و دستگاه هاي دولتي ارائه شود و دولت نيز با كاربست و پذيرش اين راه حل ها به كارآمدي هرچه بيشتر نظام اداري كمك كند.

The administrative system is the government's tool of work and machinery. The administrative system realizes the government's scientific attitudes and attitudes at the operational level and tries to ensure the expectations of society and people through the technical mechanisms. If a country has the necessary coherence and efficiency in its administrative system, this coherence and effectiveness will blur the other issues and affect them and pave the way for progress in all matters; Therefore, this research was carried out with the aim of studying the titles of theses and treatises of public administration and their adaptation to the general policies of the administrative system of the country in 4 universities: Allameh Tabataba'i (RA), Tarbiat Modares, Tehran and Farabi Camp Qom; The research is applied to the target and qualitative content analysis method has been done by referring to 1400 theses and theses in senior and doctorate levels in the field of public administration. The statistical population of the study is fullscale, and every 1400 works that are related to a 16-year period (eight years before the policy is communicated and eight years after the policy is communicated) have been analyzed; After analyzing the contents of the titles of theses and treatises and taking into account the initial coding on the 26th paragraph of the policies of the administrative system, Article 15 (egovernment) was the most frequent an‎d Paragraph 18 (transparency and awareness of the people) has the lowest frequency, of which, in total, defended theses, 1136 theses (81%) are consistent with the 26 articles of the policy of the administrative system; Hence, it is expected that in view of the potential of the higher universities, in order to improve the administrative system, more attention will be paid to providing practical solutions from the scientific community to the government and government agencies, and the government will work with the implementation and acceptance of these solutions. The more the administrative system helps.
