چكيده فارسي :
آب جايگاه و اهميتي مقدس و حياتي در ايران و توسعه مناطق و شهرهاي ايراني را داراست. درياي خزر منبعي مهم، استراتژيك براي ايران و كشورهاي منطقه خزر به شمار ميرود. مداخله در نظام طبيعت در قالب پروژه ها و طرح هايي همچون احداث تاسيسات انتقال آب از دريا به شهرهاي كم آب و تاسيسات آب شيرين كني، علاوه بر هزينه هاي اقتصادي و اجرايي، موجب بازتوليد مسائل متعدد زيست محيطي و ايمني و امنيتي در گذر زمان خواهد شد تحليل طرح انتقال آب از درياي خزر به استان كم آب سمنان با توجه به نقش جديد اين استان در تاسيسات آمايشي كشور و برعهده گرفتن بخشي از تراكم جمعيتي و اقتصادي منطقه از ابعاد مختلف زيست محيطي اقتصادي بين المللي سياسي فني و. . . با رويكرد پدافند غيرعامل، ضروري است. در اين طرح در نظر گرفتن تهديدها و آسيب پذيري مربوط به تبعات زيست محيطي، اقتصادي، سياسي و بين المللي، اختلال در شبكه انتقال حملات هوايي آلودگي آب در محدوده هاي حساس ساحلي، جنگلي، رشته كوه البرز، كوير سمنان نيز تاسيسات آب شيرين كني توصيه ميشود.
