Command and Control Indexing with Knowledge Based Defense Approach

در جوامع دانشي امروز، سازمان­هاي نظامي مانند هر سازمان ديگر بايستي براي رسيدن به كمال، مبتني بر دانش باشد. محيط ‌هاي نظامي به‌واسطه تغييرات و تحرك سريع در عمليات، سخت افزار و نرم‌افزار، قطع و وصل مكرر ارتباطات و نبود دائمي پهناي باند، بسيار پويا هستند. سامانه­ ي فرماندهي و كنترل بايد با گسترش شبكه­ ي ارتباطي جريان اطلاعات، نه تنها پاسخ­گو براي نيازهاي خاص باشد، بلكه از طريق شبكه، سلسله مراتب سازماني را كاهش دهد. در اين پژوهش با توجه به ويژگي­هاي فرماندهي و كنترل، الزامات دفاع دانش بنيان و بررسي جنبه­ هاي مختلف محيطي در پي شاخص­سازي فرماندهي و كنترل با رويكرد دفاع دانش بنيان هستيم. بدين منظور پس از شناسايي مهم‌ترين عوامل مؤثر در موضوع تحقيق، مولفه‌ها و شاخص­ هاي تاثيرگذار از روش تحليل محتوا و روش كدگذاري‌ استخراج گرديده است. سپس به منظور تجزيه ‌و تحليل داده‌ها از جامعه آماري خبره به تعداد 10 نفربا تكنيك نمونه­ گيري گلوله برفي و جامعه صاحب‌نظر به تعداد 77 نفربهره گرفته شده است. نتايج حاصله از تكميل پرسش­نامه با استفاده از نرم افزارهاي آماري تحليل و چهار مولفه تصميم­ گيري، اقدام، مشاهده و توجيه و 20 شاخص مرتبط پيشنهادي را مورد تاييد قرار داد.

In today's knowledge societies, military organizations must be knowledge-based to achieve perfection like as any other organizations. Military environments are very dynamic because of rapid changes and mobility in operations, hardware and software’s, frequent disconnections, and a permanent lack of bandwidth. The command and control system should reduce the Imageorganizational hierarchy not only by responding to specific needs but also by developing the communication network of the information flow. In this study, considering the characteristics of command and control, the requirements of knowledge-based defense and examining different environmental aspects, we seek to index and command with knowledge-based approach. For this purpose, after identifying the most important factors influencing the research topic, the effective factors and indicators were extracted from content analysis method and coding method. Then, to analyze the data, 10 expert snowball sampling techniques and 77 experts were selected from expert society. The results of completing the questionnaire were analyzed using statistical software and confirmed four components of decision making, action, observation and justification and 20 related indicators.
