مهاجرت بازگشتي متخصصان و آموزش عالي ايران: آسيب شناسي فرايند بازيابي هويت حرفه اي مهاجران در نهاد دانشگاه

Return migration and reintegration challenges: lived experience of expert returnees via Iranian universities

با گسترش و تنوع روند جا به­ جايي­ هاي بين­ المللي به ­عنوان عاملي اثرگذار بر توسعه ملي كشورها، عرصه مطالعات مهاجرت به بازخواني نياز دارد. روند رو به افزايش برون­كوچي تحصيل ­كردگان در سال هاي اخير به ­عنوان يكي از چالش­ هاي عرصه سياست گذاري قلمداد شده و نيازمند آسيب­ شناسي جامع است. اين پژوهش براي فهم و تحليل تجربه زيسته متخصصان بازگشته به كشور از فرايند ادغام در آموزش عالي ايران انجام شده و درصدد نشان دادن آن است كه چه ظرفيت ­هايي آنها را به ماندن در كشور و خدمت در نهاد دانشگاه ترغيب مي­ كند و آموزش عالي به­ عنوان مهم­ ترين بستر جذب نيروهاي متخصص چگونه با سرمايه انساني مهاجران بازگشتي برخورد مي­ كند؟ روش پژوهش كيفي و جمع­ آوري داده ­ها بر اساس 65 مصاحبه نيمه ­ساختار يافته با متخصصان بازگشته به كشور با مدرك دكتري و بالاتر بود. به ­منظور ارائه تصويري جامع از سياست گذاري­ هاي صورت گرفته، 12 مصاحبه تخصصي با مديران گروه ­هاي دانشگاهي و مسئولان مربوط در بخش ­هاي دولتي و خصوصي صورت گرفت. همچنين سؤالات كميته علمي جذب هيئت علمي مصوب وزارت علوم، تحقيقات و فناوري به­ منظور فهم چالش­ هاي مهاجران بازگشتي تحليل محتوا شد. به نظر مي ­رسد رويكرد نهاد آموزش عالي به انتفاع از سرمايه انساني متخصصان بازگشتي در قالبي محدود و كوتاه ­مدت است و ادغام درازمدت در چارچوب فرايند جذب هيئت علمي با چالش ­هاي متعددي همچون غلبه نگاه فني بر نظام آموزشي و مهجوريت علوم انساني، منطبق نبودن تخصص و مهارت­ هاي مهاجران بازگشتي با نيازهاي اعلامي دانشگاه­ هاي كشور، كميت ­محوري نظام ارزشيابي در دانشگاه، توزيع نامناسب منابع، نبود زيرساخت­ هاي لازم در به فعليت رسيدن تخصص مهاجران، از دست دادن شبك­ه هاي حمايتگر آكادميك و تفاوت استاندارد توليد رزومه­ در داخل و خارج از كشور همراه است.

With the expansion and diversification of the process of international displacement as a factor affecting the national development of countries, the arena of migration studies needs to be reconsidered. The rising trend of external migration in recent years has been identified as one of the challenges in the policy area and requires comprehensive pathology. This study was conducted to understand and analyze the lived experience of returning specialists from the integration process in Iranian higher education.This research is trying to show what capacities encourage them to stay in the country and serve in the institution and how higher education as the most important area of recruitment does, address the human capital of returning migrants. A qualitative research method was chosen for this study. Data collection was based on 65 semi-structured interviews with specialists returning to the country with doctoral degrees and higher. In order to provide a comprehensive projection of policymaking, 12 specialized interviews were conducted with the academic department chairs and related authorities in the public and private sectors. The questions of the Scientific Committee on Approval of the Faculty, approved by the Ministry of Science, Research and Technology to understand the challenges of returning migrants were also analyzed. It seems that the approach of the higher education institution to the promotion of the human capital of returning specialists is in a limited and short-term format and the long-term integration within the process of recruitment faces many challenges such as predominance of technical view over educational system, abandoned of the humanities, incompatibility of the specialty and skills of returning migrants with the stated needs of the country's universities, the quantity centered university evaluation system, the inadequate distribution of resources, the lack of infrastructure needed to achieve the immigrant expertise, the loss of academic support networks, and different standard of making resume at home and abroad.
