چكيده فارسي :
هدف
هدف پژوهش حاضر، بررسي عوامل موثر بر فرايند سياست گذاري نظام ورزش همگاني ايران بود.
روش شناسي
پژوهش حاضر از نظر هدف در شمار پژوهش هاي كاربردي و از منظر ماهيت داده هاي پژوهشي جزو پژوهش هاي كيفي بود. براي اين منظور 16 نفر از خبرگان آشنا با حوزه ورزش همگاني به صورت هدفمند و گلوله برفي براي مصاحبه هاي عميق ساختارنيافته انتخاب شدند. داده ها از طريق مصاحبه گردآوري شدند و به روش استرابرت و كارپنتر كدگذاري و تجزيه و تحليل گرديد.
يافته ها
نتايج پژوهش نشان داد كه عوامل موثر بر فرايند سياست گذاري نظام ورزش همگاني ايران شامل سياست هاي جاري، توصيه بزرگان، ادارات و سازمان هاي ذيربط و مسئول، فرهنگ عمومي و رسانه ها و مسائل مالي مي باشد. همچنين آسيب هاي موجود در اين فرآيند شامل عواملي از جمله ضعف نظارت و كنترل، ساختار ضعيف، ضعف در برنامه ريزي و اجرا، عملكرد ضعيف رسانه ها، منابع مالي محدود، عملكرد ضعيف نيروي انساني، قوانين، مشاركت محدود مراكز علمي و پژوهشي نيز شناسايي گرديد.
نتيجه گيري
با توجه به نتايج تحقيق پيشنهاد مي شود كه توجه و تحليل اين عوامل، از اولين گام ها در فرايند و تصميم گيري هاي سياست گذاري ورزش همگاني در ايران بشمار آيد.
چكيده لاتين :
Objective
The purpose of the present study was reviewing the effective factors on the process of policy-making of sport for all in Iran.
Methodology
Research method in terms of the purpose was practical and in view of the nature of the research data was qualitative. For this purpose, 16 experts aware of the sport for all selected by targeted and snowball for depth unstructured interviews. The data were collected through interviews and coded and analyzed by Streubert and Carpenter’s method.
Results
The results showed that the organizational components, beliefs and cultures, economic conditions, analysis, interpretation and compilation of scientific, studies and research are the factors affecting in sport’s policy-making and existing damage in the process of policy-making in sport for all including factors such as poor monitoring, poorly structured, lack of planning and implementation, poor performance of the media, limited financial resources, poor performance of human resources, rules and limited partnerships, academic and research centers. Also results Revealed that the main effective factors on the process of policy-making of sport for all in Iran including current policies, the advice of leaders, concerned and responsible agencies and organizations, popular culture, media and financial factors.
Conclusion
According to the results of the research, it is suggested that consideration and analysis of these factors be considered as the first steps in the decision-making of sport for all policy-making process in Iran.
