تحليل‌ فضايي عملكرد مديريت دهياري‌ها در فرآيند توسعه روستايي (مورد: دهستان‌هاي شهرستان عنبرآباد در استان كرمان)

Spatial Analysis of the Performance of Rural Managers (Dehyars) in the Rural Development Process Case Study: Rural Districts of Anbar Abad, Kerman Province

يكي از ابتكارات قانون شوراها تعريف يك مقام اجرايي به نام دهيار در هر روستا است، كه وظيفه اجراي مصوبات شوراي اسلامي روستا را بر عهده دارد .دهياران به‌عنوان مديران روستايي و صاحبان منابع و اختيارات در خور­ توجه، در صورت داشتن انگيزه و مهارت هاي لازم مي‌توانند نقش مهمي در توسعه روستايي ايفا كنند. با گذشت حدود دو دهه از فعاليت ­هاي دهياري‌ها در كشور لزوم شناخت عملكرد دهياري­ ها­ در قالب چهار شاخص كالبدي و عمراني، زيست‌ محيطي، اقتصادي و اجتماعي گنجانده مي‌شود در اين پژوهش هدف ارزيابي عملكرد مديريت نوين روستايي روستاهاي شهرستان عنبرآباد مي ­باشد. مقاله حاضر حاصل يك پژوهش پيمايشي بوده، كه با استفاده از نمونه گيري تصادفي تعداد 40 روستا و با استفاده از فرمول كوكران 180 خانوار به‌عنوان حجم جامعه نمونه كه به صورت حداكثري مقدار حجم نمونه (14520) به دست آمده بر اساس واريانس متغير­هاي موجود در تحقيق (0/119) مشخص و به نسبت جمعيت و بعد خانوار در هر روستا پرسش گري انجام و سپس تجزيه و تحليل اطلاعات با استفاده از نرم ­افزار spss و مدل waspas انجام شد. نتايج نظرسنجي از مردم روستاها نشان داد كه تاثير عملكرد دهياران بر بهبود وضعيت كالبدي و عمراني، زيست ‌محيطي و اجتماعي درحد متوسط و بر بهبود وضعيت اقتصادي در سطح زياد ارزيابي‌شده است. همچنين نتايج مدل (waspas) نشان داد دهياري جهادآباد، علي­آباد، گرمسار و مردهك به ترتيب رتبه اول تا چهارم را به لحاظ اولويت­ بندي عملكرد­ دهياري­ هايي در بين دهياري­ هاي شهرستان عنبرآباد دارا مي­ باشند.

One of the initiatives of the councils act is appointing an executive officer called "Dehyar" in each village. Dehyar is responsible for implementing decisions taken by the Islamic council of the village. Dehyars as the rural mangers enjoy much power and resources. They would certainly play an important role in rural development if they have enough motivation and skills. After two decades of implementation, it is necessary to recognize and evaluate the functions of Dehyars in terms of physical-developmental, environmental, social and economic indicators. As a survey, the present study aimed to evaluate the performance of modern rural management in AnbarAbad county. The sample included 40 randomly selected villages and 180 households selected by Cochran formula of 14520 households. The required questionnaires were completed based on existing variances of the research (0.119), population proportion, and household dimension of each village. Data analysis was done using SPSS software and Waspas model. The results of the polls indicated that the effects of Dehyar performance on improving the physical-developmental, environmental, and social conditions of the villages are moderate and it is high for the economic condition. Also, results of the Waspas model indicated that Dehyars of Jahad-abad, Ali-abad, Garmsar and Mardehek villages are ranked from first to fourth, respectively, in terms of having the best performance in compare to the other villages of Anabarabad city.
