چكيده فارسي :
امروزه ارزيابي و اعتبارسنجي كيفيت از ضرورت‌هاي نظام‌هاي آموزش عالي در سراسر جهان است و كشورهاي مختلف در پي آن هستند كه با به‌كارگيري روش‌هاي ارزيابي، به‌طور مستمر به بهبود كيفيت نظام آموزش عالي خود بپردازند. در اين راستا در ايران نيز پس از توسعه كمي آموزش عالي در جهت پاسخ به تقاضاي اجتماعي، چالش كيفيت آن مطرح شده و به دنبال آن در اسناد بالادستي مورد توجه قرارگرفته و طي يك دهه گذشته اقداماتي در جهت ارزيابي كيفيت انجام‌شده است. اهميت اين موضوع تا حدي است كه در سياست‌هاي ابلاغي مقام معظم رهبري در حوزه علم و فناوري نيز به صراحت به تقويت نظام‌هاي ارزيابي و اعتبارسنجي اشاره شده است. بر اين اساس اين مقاله قصد دارد تا با گذشت بيش از يك دهه از تجربه نظام ارزيابي و اعتبارسنجي كيفيت در آموزش عالي كشور به بررسي و تحليل اقدامات انجام شده در اين حوزه پرداخته و ضمن شناسايي چالش‌ها، راهكارهايي را در جهت ساماندهي و تقويت آن ارائه كند.

Nowadays, quality evaluation and accreditation are the necessity of higher education systems worldwide. Different countries are seeking to continuously improve the quality of their higher education system by applying evaluation methods. In this regard, in Iran, after the quantitative development of higher education in response to social demand, the concern regarding quality challenge has been raised, followed by considering it in the upstream documents. Besides, over the past decade, some quality measures have been undertaken. The importance of this issue is to the extent that the policies of the supreme leader in the field of science and technology have also explicitly referred to the strengthening of evaluation and accreditation systems. Accordingly, this article intends to review and analyze the actions taken in this field after more than a decade of experience in a quality assessment and accreditation system in the country. Then, it identifies challenges and provides solutions to improve and enhance it.
