تأثير چالش‌هاي درون‌سازماني مديريت انتظامي در تأمين امنيت عمومي گردشگران

Investigating the Impact of Internal Organizational Challenges on Police Management in Securing Public Safety of Tourists Case study ،Babolsar city

مقدمه: امنيت عمومي ناظر بر امنيت شهروندان در شبكه تعاملات فرد، دولت، جامعه و با مأموريت‌هاي سازمان پليس در ارتباط مستقيم است. مأموريت اساسي پليس در رابطه با نظم و امنيت عمومي است كه درواقع، امنيت عمومي دربرگيرنده امنيت تمامي افراد و انسان‌هايي است كه دريك كشور و در يك مرز جغرافيايي خاص زندگي مي‌كنند. لذا اين پژوهش با هدف بررسي تأثير چالش‌هاي درون‌سازماني مديريت انتظامي بر تأمين امنيت عمومي گردشگران در سال 1396 اجرا شده است. روش: اين پژوهش ازنظر نوع، كاربردي و ازنظر روش، پيمايشي است. جامعه آماري تحقيق شامل تمامي فرماندهان، جانشينان و كاركنان انتظامي شهرستان بابلسر به تعداد 150 نفر است كه به روش تمامشمار انتخاب شده‌اند. روش گردآوري داده‌ها، پيمايشي و ابزار آن، پرسشنامه محققساخته بوده كه روايي آن از طريق خبرگان و صاحب‌نظران و پايائي آن به‌وسيله ضريب آلفاي كرونباخ (862/.) به دست آمد. جهت تجزيه‌وتحليل داده‌ها از نرم‌افزار SPSS و آزمون تحليل رگرسيون خطي استفاده شد. يافته‌ها: يافته‌هاي تحقيق نشان داد كه چالش‌هاي درون‌سازماني مديريت انتظامي شامل عوامل انساني، عوامل تجهيزات فيزيكي و عوامل زمينه‌اي با توجه به سطح معناداري (000/0sig=) كه كمتر از 05/0 است و ضريب بتا به‌دست‌آمده كه به ترتيب فرضيه‌ها 261/0،259/0 و 207/0 محاسبه شده است، بيانگر آن است كه چالش‌هاي درون‌سازماني مديريت انتظامي پليس بر تأمين امنيت عمومي گردشگران، تأثير معناداري دارد. نتيجه‌گيري: با توجه به اينكه فرضيه اصلي تحقيق، يعني تأثيرگذاري عوامل درونسازماني مديريت انتظامي بر امنيت عمومي گردشگران با ضريب تعيين 786/0 تأييد شده، لذا مديريت انتظامي مي‌تواند با برنامه‌ريزي و ارتقاء شاخص‌هاي موردمطالعه در سه بعد عوامل انساني، عوامل فيزيكي و عوامل زمينه‌اي امنيت عمومي گردشگران را در شهرستان بابلسر بهبود بخشد.

Introduction: Public security such as citizen security in a network of individual interactions, governments,society and its in direct relation with the mission of police organization (Eftekhari, 2006: 35). The basic mission of the police is in relation to public order and security, public security includes the security of all individuals. Who live in a country on a specific geographical basis (Help and Fellow, 1392: 137). Therefore, this research has been carried out with the aim of investigating the impact of internal organizational challenges of law enforcement management on public safety of tourists in 1396. Method: The research method was descriptive survey and the statistical population of the study was all 150 commanders and law enforcement personnel in Babolsar city who were selected by full scale. The method of collecting information and tools was a researcher made questionnaire whose validity was confirmed by the experts and its reliability was obtained by Cronbach's alpha coefficient (786/0). For data analysis, statistical analysis of linear regression coefficient was used. Findings: It was shown that the internal organizational challenges of law enforcement management include human factors, lack of physical equipment and underlying factors with regard to the significant level (0.000 sig =), which is less than 0.05, and the coefficient of determination has been obtained, which are respectively 261/0, 259/0 and 207/0, indicates that internal challenges inpolice management has a significant impact on the internal policymaking of the public security of tourists. Conclusion: Due to the fact that the main hypothesis of the research is the effect of the internal factors of the police organization on tourism industry, the law enforcement can plan and improve the studied indicators in three dimensions as follous: individual factors, physical factors and field factors.
