A Look at the Concept of Weapons Pattern: A Critique of Regulation of Army Weapons and Equipment Pattern Codification

بدون شك، انتخاب و اكتساب سلاح و تجهيزات دفاعي يكي از دغدغههاي مهم كشورها است. در اين راستا، در دهه 1380 تلاشهايي براي كاهش اين دغدغهها در بخش دفاع انجام پذيرفت كه در نهايت منجر به تهيه سند "نظامنامه تدوين الگوي تسليحات و تجهيزات ن.م" توسط ستاد كل نيروهاي مسلح در سال 86 و ابلاغ آن در سال 1387 شد – كه در جاي خود كار ارزشمندي بود. اين پژوهش با هدف ايجاد اين حس در ذينفعان اكتساب سلاح و تجهيزات دفاعي انجام شده است كه نظامنامه مذكور پس از گذشت تقريبا 10 سال از ابلاغ و اجراي آن، نياز به بازنگري در مفهوم و فرايندهايش دارد. براي اين منظور، از تحليل محتوا و مضمون نظامنامه و مصاحبههاي انجامشده با برخي صاحبنظران نظام اكتساب سلاح و تجهيزات استفاده شده است. سپس نتايج اوليه به دستآمده براي حدود 40 نفر از دستاندركاران اكتساب سلاح و تجهيزات ارائه و نظرات آنها نيز جمع و اعمال گرديده است. يافتههاي پژوهش نشان ميدهد الگوهاي رايج موجود نميتوانند انتظاراتي كه صاحبنظران از الگوي سلاح دارند را بهطور كامل برآورده سازند و نياز به بازنگري در مفهوم الگوي سلاح احساس ميشود. اين امر حاكي از وجود يك سلسله خلاها در مفاهيم، رويكردها، ساختار، روشها و فرايندهاي موجود طرحريزي دفاعي- بخصوص بلندمدت- است. البته آنچه مسلم است خروجي نهايي مبحث الگوي سلاح بايستي به تعيين تسليحات و تجهيزات برترساز اولويتدار امروز و آينده نيروهاي مسلح با توجه به تغيير و تحولات محيط امنيتي- دفاعي منجر شود وخلق قدرت دفاعي را به دنبال داشته باشد.

Undoubtedly, the selection and acquisition of weapons and equipment is one of the major concerns of countries. In this way, attempts were made to reduce the concerns in the 0831s which eventually led to development of “Regulation of Army weapons & equipment Pattern codification” by Armed Forces Headquarters in 1386. The purpose of this research is make this sense in the stakeholders of defense acquisition that almost 10 years have passed since the announcement and implementation the regulation needs to rethink its meaning and processes. To this end, the content and theme analysis of the regulation and interviews with some experts on the defense acquisition have been used. Initial results were then presented to about 40 persons involved in the defense acquisition and their views were summarized and applied. The research findings show that what is nowadays known as the "weapon pattern" is more of a format designed to express the need for a specific weapon system or equipment; Simply put, the term "pattern" refers to the format, not to the "weapon"; and the existing patterns may not fully meet the expectations that experts have on the pattern of the weapon. It is worth revisiting the concept of weapon pattern. This implies a series of gaps in existing defense planning concepts, approaches, structures, methods, and processes - especially long-term ones. Of course, what is certain is that the final output of the weapon pattern should lead to the prioritization of today and future's weapons and equipment of the armed forces in light of the changes in the security-defense environment and the creation of a defensive power.
