كاربرد روش تاپسيس فازي براي تعيين سطح توسعه يافتگي روستايي (مطالعه موردي روستاهاي شهرستان اسلامشهر)

Application of fuzzy topsis method to determine the rural development level The Case study of villages in Islamshahr city

مناطق روستايي به دليل ارائه طيف گسترده‌اي از مواد غذايي و مواد خام، از ديرباز نقش مهمي در اقتصاد جهان بازي مي‌كنند كه اين نقش به‌خصوص در كشورهاي درحال‌توسعه پررنگ‌تر مي‌باشد. توسعه روستايي نيز بخش مهمي از سياست ناحيه‌اي است كه كشاورزي، جنگلداري، مديريت منابع طبيعي، استفاده از زمين و تنوع اقتصادي در جوامع روستايي را پوشش مي‌دهد. انتخاب و سطح‌بندي روستاهاي توسعه‌يافته از مهم‌ترين مراحل در برنامه‌ريزي موفق توسعه روستايي و كليد موفقيت به‌خصوص در كشورهاي درحال‌توسعه است. هدف از اين مقاله، بهبود كيفيت تصميم‌گيري براي تعيين سطح توسعه‌يافتگي روستايي در شهرستان اسلامشهر و تعيين ميزان اهميت ورودي‌ها و خروجي‌ها با استفاده از تكنيك تاپسيس فازي، سپس ميزان اعتبار و امتياز سطوح توسعه روستايي در منطقه مورد مطالعه با استفاده از تكنيك Fuzzy-TOPSIS، در ميان روستاهاي شهرستان اسلامشهر مي‌باشد. نتايج نشان مي‌دهد كه روش Fuzzy-TOPSIS براي تصميم‌گيري در انتخاب سطح توسعه‌يافتگي، استفاده از اين روش مي‌تواند نتايج دقيق‌تري را ارائه دهد و بنابراين افزايش روايي اين تكنيك را به دنبال دارد.

Rural areas play an important role in the world economy for a long time, due to the wide range of food and raw materials, which is especially important in developing countries. Rural development is also an important part of regional policy covering agriculture, forestry, natural resource management, land use, and economic diversification in rural communities. Selection and leveling of villages developed is one of the most important steps in the successful planning of rural development and overall success, especially in developing countries. This article is based on a fuzzy term of technique or order preference, which is similar to the ideal method (TOPSIS). The purpose of this paper is to develop a fuzzy TOPSIS approach to improve the quality of decision making to determine the level of development in the city of Islamshahr. In this research, the level of credit and score of rural development levels was done using Fuzzy-TOPSIS technique among villages in Islamshahr city. The results show that the Fuzzy-TOPSIS method is useful for deciding on the choice of developmental level, and the proposed system can provide accurate and reliable results.
