Reconstructing the architecture of the NAJA organization based on the Second Step Statement of the Islamic Revolution

بيانيه گام دوم انقلاب اسلامي متني است كه در سال1397 هم‌زمان با چهلمين سالگرد پيروزي انقلاب اسلامي توسط مقام معظم رهبري منتشر شد. با توجه به هدف‌گذاري راهبردي ناجا بر مبناي استقرار نظم و امنيت و تأمين ‌آسايش عمومي و فردي و پاسداري از دستاوردهاي انقلاب اسلامي در قانون تأسيس ناجا، پژوهش در زمينه نقش نيروي انتظامي در برآوردن اهداف بيانيه گام دوم، امري ضروري است. در اين تحقيق، محتواي ديدگاه‌هاي مقام معظم رهبري در بيانيه گام دوم انقلاب بر مبناي شاخص‌هاي كيفي و با استفاده از روش تحليل محتوا صورت گرفته‌است. داده‌هاي موردنياز براي اين پژوهش در پنج مقوله "نظام انقلابي"، "تماميّت ارضي"،"امنيت اقتصادي"،"مديريت جهادي" و"تمدن نوين اسلامي" طبقه بندي شده‌اند. در مرحله دوم، زيرمقوله‌ها با استفاده از بيانات مقام معظم رهبري در سالهاي 1368 تا1398 در قالب 453 فيش به‌دست‌آمده و داده‌هاي حاصل با استفاده از نرم‌افزار Maxqda10 و با روش كدگذاري تحليل شدند. در مرحله سوم، با بررسي 447 سخنراني مقام معظم رهبري درباره نيروي انتظامي، زيرمقوله‌هاي به‌دست‌آمده با نگاهي آينده‌پژوهانه براي بازسازي معماري ناجا، بر اساس اين سخنراني‌ها شاخص‌بندي شده و منظومه معنايي آن بر اساس الگوي فركلافشناسايي شده‌است. در انتها، معماري ناجا بر اساس اين شاخص‌ها براي ايفاي نقش موثر در تمدن نوين اسلامي، با روش‌هاي معماري سازماني TOGAF وE2AF بازسازي و پيشنهاداتي براي چگونگي اجراي بازسازي معماري ناجا بر مبناي بيانيه گام دوم انقلابارائه شده‌است.

Reconstructing the architecture of the NAJA organization based on the Second Step Statement of the Islamic Revolution The Second Step Statement of the Islamic Revolution was issued by the Supreme Leader in 1397, on the occasion of the 40th anniversary of the Islamic Revolution victory. Given the legal compliance of NAJA with the commander-in-chief and its main strategy to establish order and security, to secure public and personal comfort, and to protect the achievements of the Islamic Revolution, research into the role of the police in fulfilling the objectives of the Second Step Statement is essential. In this research, the content of the Supreme Leader’s views in the Second Step Statement of the Revolution have been analyzed using qualitative paradigm and the content analysis research method, and the data were divided into five categories: revolutionary system, territorial integrity, economical security, Jihadist management and modern Islamic civilization. Next, the subcategories were extracted from the statements of the Supreme Leader from 1368 to 1398 in the form of 453 brochures and the data were analyzed using Maxqda10 software and coding method. After that, the 447 speeches of the Supreme Leader on NAJA were analyzed and a number of subcategories were extracted using futuristic perspective to reconstruct NAJA architecture. Based on these speeches, the indicators were categorized and their semantic system was identified using Ferrakloff model. Finally, based on these indicators, NAJA architecture to play an effective role in modern Islamic civilization was reconstructed and TOGAF and E2AF organizational architecture methods were employed to put forward some suggestions about the possible ways of reconstructing NAJA architecture based on the Second Step Statement of Revolution
