Introduction
Sustainable development in different countries is the common goal of many of urban development policies. From the perspective of sustainable development, land and space is not the only element to supply the city economical and physical needs but it is the mainstream of all the citizens’ activities and necessary tools to fulfill the wishes and human aspirations. Therefore, the use of city lands has the major role in supply the needs of citizens, environmental quality, citizen’s health and welfare, urban beauty and ultimately city sustainable development. Urban sustainable development can’t be achieved as long as there is special contrast between neighborhoods and districts regarding the services, therefor awareness of the level of inequality for fair allocation of resources and utilities is the first step towards necessary land use planning. For this purpose, this study with using quantitative models evaluates the distribution of services land use among twelve’s neighborhoods of city’s old texture of Minab.
Methodology
This study was descriptive analysis and the geographical scope of the study is twelve neighborhoods of the old texture of Minab. Statistics and information needed is collected from the problematic texture improvement project of Minab (1388). The process first described in the related literature on the subject has been dealt with. In the analysis for the assessment of land use by using LQi model, land uses spatial index has been measured in each neighborhood and then factor of importance criteria was identified by using entropy weighting approach. Also, the Topsis model has used for the combination of index and ranking places. and then, the Gis software has used in order to mapping.
Results and Discussion
In this study, the land use of Minab old texture was examined at the local level. In the analysis for the assessment of land use by using LQi model, land uses spatial index has been measured in each neighborhood and then factor of importance criteria was identified by using entropy weighting approach. Also, the Topsis model has used for the combination of index and ranking places. In the first part of the research, land uses spatial index has been measured in each neighborhood and the results showed that the Shahid Abbaspoor, Labe Rodkhaneh, Joy Barikoo neighborhoods have at least differences and Sajjad, Sheikh Sbad, Bagh Malek neighborhoods have the most differences in terms of spatial distribution of land use than other old texture neighborhood of Minab. Overall, the biggest differences are seen in two athletics and tourism land uses and the least differences are for residential and educational land uses. After calculating the land uses spatial index by using integrated method of entropy-Topsis, old texture neighborhood of Minab is divided to three categories: semi-advantaged, advantaged and non-advantaged groups. In terms of having the utilities, Sajjad, Bagh Malek and Pakooh neighborhood are at worst level of the first priority, Joy barikoo, Sajjadieh, Gerosalehi and Jangjoo are at the second priority and Koye Shahrake Naft, Lariha, Labe Rodkhaneh and Shahid Abbaspoor are placed at the third development program. Minab bazar, Imam Khomeini boulevard edge and Shahid Jahangir Amini avenue and in general, the majority of the city’s main services are sometimes megalopolis performance, including the economic potential of the city are very active capacity and the core of the city (Lariha and Labe Rodkhaneh neighborhood) that are part of the old texture. These areas are very compact and particularly the open spaces in the Salehi and Pakooh neighborhood along with distance from the core, were added. These reasons caused that Lariha and Labe Rodkhonahe have enjoyed a better service land use.
Conclusion
Identifying the situation of cities is necessary for urban planning and necessity of plan performance and use of per capita municipal services is useful tool to identify the status quo in the field of land use planning. Neighborhood, as the smallest element of urban spatial structure, can be a good starting point to achieve the local sustainable development that be considered a prerequisite for city and region sustainable development. Since the most nuclear and central part of the Iranian city covered by old texture, so any development in these textures will affect the whole city.
Results of evaluation of old texture land use with other relevant studies is shown the different land use rates in each neighborhood. In previous studies, the status of the old texture neighborhood is specified, so in this study, we tried to identify the worst neighborhood among disadvantaged and poor neighborhood to be given priority in the planning. Minab distressed area constitute half of the total areas, especially in terms of social impact (due to poor living and immigrants) has a great impact on the whole city. So, identify and prioritize areas of these texture can affect the distribution of services, budget and in general promotion of social and physical condition.
